Facilitators – Refugee Placement Pilot Project (WFP)

Background

About the project

Berytech, in partnership with the United Nations World Food Programme (WFP), is implementing a Refugee Placement project targeting Syrian refugees across Lebanon. The project aims to strengthen refugees’ business, technical, and life skills through short theoretical training and structured Placements with MSMEs, which will help them secure a safer and more resilient return to Syria.

About the intervention

This intervention is implemented under the Food System Challenge (FSC), a joint WFP–Berytech activity supporting agri-food and food systems MSMEs. Within this framework, refugee placements are designed as short-term, supervised learning opportunities aimed at skills development, workplace exposure, and employability enhancement. These placements are non-employment arrangements and do not constitute formal employment relationships between refugees and hosting MSMEs.

Objective of the Assignment

The objective is to recruit 16 facilitators - (3 facilitators in Mount Lebanon/Matn area and 13 facilitators in Bekaa-Zahle-Baalbeck area) to support outreach, coordination, training implementation, internship placement, monitoring, and reporting for the refugee placement initiative. Each facilitator is responsible for 25 refugees.

 

  • Scope of Work and Key Responsibilities

Facilitators will:

  1. Conduct outreach and coordinate with municipalities and active civil society organizations working with refugees in the targeted areas to map and register refugees in regions where the selected SMEs are operating.
  2. Conduct focus group discussions to present the project and finalize the selection of refugees.
  3. Coordinate with Berytech coordinator and the FSC team.
  4. Coordinate training venues with the Project coordinator and procurement team of Berytech  and work closely with the assigned consultant/trainer for training implementation.
  5. Coordinate MEL requirements with Berytech coordinator and MEL team.
  6. Coordinate with the selected SMEs to ensure proper refugee placement.
  7. Conduct weekly monitoring visits to SMEs.
  8. Support coordination and on-the-ground management of group transportation arrangements for refugees to and from training venues, in coordination with Berytech and WFP teams
  9. Support reporting and documentation.

 

  • Duration and Level of Effort

The implementation of the activities under this project are is expected to start on March 20, 2026 till May 30, 2026. the selected facilitators are requested to completed 30 working days per during the mentioned period. The 30 working days per facilitator are split as follows:

  1. 7 days to finalize the outreach
  2. 3 days for the implementation of the planned focused group discussions - FGDs
  3. 2 days to finalize the selection of participants in coordination with the project coordinator
  4. 3 days to monitor the implementation of the theoretical training
  5. 12 days to monitor internship implementation - up to 15 visits in 12 days
  6. 3 days to finalize and submit MEL related requirements and reporting
  • Deliverables
  1. Registration and eligibility verification records. records,
  1. FGD summaries and selection justification
  2. Attendance sheets, Satisfaction Surveys and Pre-Post tests
  3. Monitoring visit reports, and
  4. Final narrative report.

 

  • Selection Criteria

Applicants must demonstrate:

  1. Proven experience working with Syrian refugees.
  2. Proven experience coordinating with municipalities.
  3. Experience in enumeration, registration, and surveys.
  4. Familiarity with MEL, administrative requirements, reporting and supervision.
  5. Strong communication, facilitation, and community engagement skills.

 

  • Reporting Line & Supervision

Facilitators will report directly to the Project Coordinator at Berytech and work in close coordination with WFP field and MEL teams.

 

  • Ethical Standards

All facilitators must comply with WFP and Berytech codes of conduct, including PSEA and safeguarding principles.
