Project Assistant – Improving Water Resource Management in Lebanon (WAMA)

 

Job Profile

  1. Required Education, Experience, and Qualifications

Formal Education

    • University degree, preferably in business administration, environmental sciences, public administration, or international affairs.

 

Experience

    • Minimum 2 to 3 years of working experience in an administrative position.
    • Experience working with an international company/organization is considered an advantage.
    • Experience working in multicultural environments is considered an advantage.
    • Experience working in Lebanon with local NGOs (non-governmental organizations) or development projects is considered an advantage.

 

Other Qualifications

    • Fluency in written and spoken languages, English and Arabic.
    • German or French language is considered an advantage.
    • Excellent skills in communication and reporting.
    • Excellent office administration, organizational, and self-driving skills.
    • Ability to work efficiently in a multicultural team.
    • Technical digital knowledge in Office 365, including OneDrive, MS Teams, and SharePoint.
    • Basic knowledge of the EU GDPR and general understanding of Information Security.
    • Willingness to travel nationally and/or internationally
  1. General Duties

The Project Assistant will be responsible for the following:

    • Acting as the liaison between the project and cluster/service units/country office.
    • Assisting in all administrative tasks related to the project.
    • Providing logistical support, coordinating meetings and workshops, etc.
    • Preparing documentation and reports.
    • Assisting in communication with the project’s stakeholders.

 

  1. Tasks and Responsibilities

 

The Admin Assistant:

  • Plans and schedules meetings and events, including sending invitations, setting agendas, and following up on action items, writing minutes of meetings, taking pictures in meetings, and other necessary documents.
  • Responsible for maintaining the project's digital archive, ensuring all key documents and files are well-stored and accessible in the central Document Management System (DMS) and on Microsoft Teams, and acting as the records manager.
  • Act as a focal person for Gender and support public relations (PR) activities.
  • Assists in data collection and data entry.
  • Ensures proper filing of project documents (electronically and otherwise as relevant).
  • Ensuring accuracy and compliance with project and organizational requirements.
  • Preparation and planning of internal and external events.
  • Ensures the collection and organization of knowledge management documents and information.
  • Manages incoming and outgoing correspondence, including mail and email, by prioritizing, organizing, and responding appropriately to ensure efficient communication flow.
  • Assist in matters related to communication and PR.
  • Provides administrative support to the project team, such as preparing presentations, reports, and draft terms of reference (ToRs).
  • Assists the team leader in the organization of meetings, schedules, follow up on tasks and deadlines.
  • Follows up with the IT department for IT operational issues.
  • Implementation and monitoring of procurements up to a threshold value of 1,000 EUR, ensuring that they comply with GIZ procurement guidelines and Lebanese procurement law where applicable.
  • Conduct market research on suppliers and service providers to maintain a reliable database while considering different scenarios for cost effectiveness.
  • Performs other duties and tasks at the request of the team leader.

Partner: Ministry of Energy and Water (MoEW), The Four Regional Water Establishments (Beirut Mount Lebanon Water Establishment, Bekaa Water Establishment, North and South Lebanon Water Establishments)

Duration: February 2026 – May 2029

Objective and Outputs

GIZ WAMA+ is contributing to the efforts to achieve good governance in the Lebanese water sector. In a close partnership with our political partner the Ministry of Energy and Water (MoEW) and the four regional water establishments, WAMA+ works vigorously towards ensuring the provision of safe, reliable and affordable water and wastewater services to the Lebanese population. WAMA+ has 5 Outputs:

 

  1. Enhancing the ability of the Water Establishments to respond to crises by improving access to basic water services to vulnerable communities - small-scale infrastructure packages (Bekaa water establishment (BWE) and Beirut and Mount Lebanon water establishment (BMLWE)).
  2. Improving the management of the non-revenue water (NRW): implementing scalable Jbeil pilot intervention with BMLWE and supporting MoEW with drafting national guidelines for non-revenue water.
  3. Supporting the four regional water establishments in assuming responsibility for wastewater collection and treatment: need-based targeted s
  4. Water Establishments have the capacity to monitor water production volumes: flow volumes of 400 bulk sources are measured and transmitted to central information systems to monitor water production at the level of MoEW and the WEs.
  5. Water Establishments are capacitated to manage their user records; 800,000 subscribers records will be updated and digitalised as the four Water Establishments will be supported in using digitalised systems for user records management.
