2219 I WVL I Call for Tender - Consultancy engineering & construction services

Dear Valued suppliers,

World Vision Lebanon (WVL) intends to establish a Framework Agreement with a qualified firm that can provide professional engineering and construction advisory services to support WVL projects throughout the project cycle, from design and tendering through construction supervision and completion.

More Detailed information about the Tender will be shared with Tender Documentation to interested Companies/Consultants.

All Companies interested in Tender participation should submit the Letter of Interest to WV Lebanon Procurement email address  Lbn_Procurement@wvi.org to receive the Tender Documentation.

Letter of Interest should include following information:

• Email Subject Line: 2219 I WVL I Call for Tender - Consultancy engineering & construction services
• Name of Company.
• Contact Information: Contact Person, Telephone, Mobile & Email.

Deadline for the submission of Letter of Interest is 18 February 2026, 11:59 AM Lebanon Time since the deadline of Submission offers is March 03, 2026.

Please note:

• Companies missing contact information in the Letter of Interest will not be considered for the Tender Participation.
• Any submission of Letter of Interest after deadline will be rejected and companies will not be invited to Tender.

Tender Documents will be sent out electronically through WV procurement system (Provision) to interested companies/consultants on January 27, 2026, since the deadline of offers submission via online system is March 03, 2026, 8:00pm Tender documents will include detailed BOQs and TOR and submission instructions. All applications should be received online through the system; no hard copies or email submission will be accepted.

Payments will be made via fresh money transfer.

Independent Contractor needs to bear All cross-border transfer charges

In case the Supplier is not registered with Ministry of Finance, a deduction of 8.5 % should always be considered.

No Price Negotiation: Please note that this tender follows a "best and final offer" (BAFO) approach. Suppliers are expected to submit their most competitive price and comprehensive proposal initially, as no negotiations regarding price will be undertaken after the submission deadline
