Egypt - M&E Specialist (National Position)

The AICS funded project aims to strengthen the institutional capacity of the National Council for Persons with Disabilities (NCPD), operationalise two disability-inclusive (lighthouse) rehabilitation centres under the Ministry of Social Solidarity (MoSS), enhance the competences of social and health operators across 11 governorates, and promote disability inclusion through national media campaign and an international forum. 

Implementation is carried out through a dedicated Project Management (PMU), hosted at the NCPD premises in Cairo, The PMU functions as the technical and operational coordination structure of the project, working in close partnership with the NCPD and MoSS to ensure alignment with national priorities and effective delivery of activities.  

Within the framework of the AICS-funded project, and under the supervision of the Project Manager (PMU Manager) and in coordination with the Regional MEAL Manager, the M&E Specialist plays a key role in supporting the operationalisation of the National Disability Strategy (NDS) through the development and institutionalisation of its Monitoring and Evaluation Framework, performance indicators, and tracking mechanisms aligned with the approved operational plan.

The role strengthens institutional performance management systems within the National Council for Persons with Disabilities (NCPD) to ensure structured monitoring of strategy implementation and evidence-based decision-making. In complementarity with the Inclusive Governance Coordinator, the MEAL Specialist supports the institutional embedding of results-based management approaches across project interventions, ensuring coherence between governance reforms and monitoring systems.

The M&E Specialist ensures quality data management, compliance with contractual reporting requirements, and the sustainability of monitoring frameworks within national institutions. Through systematic data analysis and performance tracking, the position contributes to the effective implementation and long-term sustainability of both the National Disability Strategy and the Lighthouse rehabilitation model.

The role further contributes to capacity development efforts by strengthening partners’ competencies in data use, results tracking, reporting, and documentation of good practices and lessons learned to promote accountability, learning, and continuous improvement throughout project implementation.

 

REPONSIBILITIES:

 

Responsibility 1: Monitoring Framework for the National Disability Strategy (NDS)

  1. In close collaboration with NCPD and MoSS leads the development and operationalisation of the Monitoring and Evaluation Framework supporting implementation of the National Disability Strategy (NDS).
  2. Develops performance indicators, tracking matrices, reporting arrangements, and data collection tools aligned with the NDS operational plan and institutional priorities.
  3. Supports the establishment of structured monitoring procedures within NCPD and relevant ministries to ensure systematic tracking of strategy implementation.
  4. Ensures integration of disability-, sex-, and age-disaggregated data within the NDS monitoring system.
  5. Participates as a technical member in the National Disability Strategy (NDS) Committee, contributing to monitoring oversight, performance review processes, and evidence-based decision-making.
  6. Produces analytical summaries and performance reports to strengthen institutional accountability and governance.

 

Responsibility 2: Capacity Development and Institutional Strengthening

  1. Strengthens the capacities of NCPD and MoSS staff in the use of monitoring tools, performance indicators, and reporting systems.
  2. Provides coaching and technical support to institutional focal points to promote effective results-based management practices.
  3. Supports institutional embedding of monitoring systems within national structures to ensure sustainability beyond the project duration.
  4. Contributes to the integration of lessons learned from the exchange visit into monitoring frameworks and institutional performance systems.
  5. Promotes a culture of accountability, data use, and continuous improvement across project stakeholders.

 

 

Responsibility 3: Monitoring of Action Plans and Lighthouse Model

  1. In close collaboration with MoSS, and project team develops and institutionalises a tailored Monitoring and Evaluation Model for the Lighthouse rehabilitation centres in Qena and Shoubra El Kheima.
  2. Ensures that the Lighthouse M&E Model integrates SMART indicators measuring accessibility compliance, quality of services, user satisfaction, staff performance, operational efficiency, and sustainability.
  3. Develops monitoring tools and tracking mechanisms aligned with validated and costed Action Plans
  4. Ensures systematic monitoring of institutional performance indicators within both centres
  5. Oversees the establishment and effective use of a digital data collection system and shared digital workspace in accordance with HI data management policies.
  6. Ensures integration of disability-, sex-, and age-disaggregated data across Lighthouse monitoring systems.

 

Responsibility 4: Monitoring Systems Development

 

  1. In coordination with PMU members, develops and operationalises the project Monitoring, Evaluation, Accountability and Learning (MEAL) Plan, including the Indicators Matrix, Indicators Tracking Table (ITT), MEAL Calendar, Data Management Plan, and Feedback and Complaints Mechanism.
  2. Designs and implements monitoring tools, questionnaires, and surveys aligned with programme needs and agreed indicators.
  3. Ensures data quality control procedures and structured performance tracking mechanisms are in place across all results.

 

 

Responsibility 5: Reporting & Deliverables

 

During the implementation of the AICS-funded project, the MEAL Specialist is responsible for ensuring the development, operationalisation, and quality assurance of the following key deliverables:

  • Monitoring and Evaluation Framework for the National Disability Strategy, including results framework, performance indicators, and tracking tools aligned with the operational plan.
  • Tailored Monitoring and Evaluation Model with defined Key Performance Indicators (KPIs) for the Lighthouse rehabilitation centres in Qena and Shoubra El Kheima.
  • Monitoring tools, reporting templates, and performance tracking mechanisms aligned with validated Action Plans.
  • Digital data collection system and shared digital workspace established and operational in accordance with organisational data management standards.
  • Project MEAL Plan, including Indicators Matrix, Indicators Tracking Table (ITT), MEAL Calendar, Data Management Plan, and Feedback and Complaints Mechanism.
  • Consolidated monitoring data, analytical summaries, and validated inputs for interim and final narrative reports.
  • Performance review and capitalisation documentation supporting institutional learning and sustainability of monitoring systems.
  • Integration of disability-, sex-, and age-disaggregated data across all monitoring and reporting processes

 

Responsibility 6: Coordination

 

  1. Ensures effective coordination between the PMU, NCPD, MoSS, implementing partners, and technical staff to support coherent implementation of monitoring systems.
  2. Coordinates closely with the Inclusive Governance Coordinator to ensure alignment between governance reforms and monitoring frameworks.
  3. Maintains structured dialogue with institutional focal points to institutionalise reporting cycles and monitoring procedures.
  4. Liaises with IT service providers and relevant partners to ensure sustainability of digital monitoring systems.
  5. Contributes to capitalization, synthesis, and performance review documentation to support institutional learning and sustainability 
  6. Maintains structured technical dialogue with NCPD, MoSS, and relevant stakeholders to ensure alignment of monitoring systems and reporting mechanisms with institutional requirements.
  7. Represents the project in relevant technical coordination platforms and working groups related to monitoring, evaluation, and performance management, as delegated by the Project Manager

 

 

THE SUCCESSFUL CANDIDATE will have:

 

  • Degree in social work, Business Administration, Statistics or any relevant field.  
  • 5 years of experience in Humanitarian context with at least 4 years of monitoring & evaluation focus
  • Have good knowledge and understanding of the English language (intermediate Level)

 

 

 

 

Initial contract will be for a period of one year renewable and the position is based in Cairo
