Egypt - Rehabilitation Technical Officer (National Role)

The AICS funded project aims to strengthen the institutional capacity of the National Council for Persons with Disabilities (NCPD), operationalise two disability-inclusive (lighthouse) rehabilitation centres under the Ministry of Social Solidarity (MoSS), enhance the competences of social and health operators across 11 governorates, and promote disability inclusion through national media campaign and an international forum.

Implementation is carried out through a dedicated Project Management (PMU), hosted at the NCPD premises in Cairo, The PMU functions as the technical and operational coordination structure of the project, working in close partnership with the NCPD and MoSS to ensure alignment with national priorities and effective delivery of activities.  

Under the supervision of the Project Manager and in close collaboration with the Regional Rehabilitation Technical Specialist, the Rehabilitation Technical Officer (RTO) ensures that all rehabilitation technical interventions are designed and implemented in line with international quality standards, national legislation (including Egyptian Disability Law No. 10/2018), and Humanity & Inclusion (HI) technical frameworks. The RTO works closely with the Project Management Unit (PMU) and partner teams to strengthen the quality, effectiveness, and sustainability of rehabilitation services.

The RTO supports multidisciplinary diagnostic assessments, facilitates the development and implementation of action plans, and contributes to reporting, capacity building, coaching, and technical monitoring. The role includes providing technical guidance on rehabilitation equipment and assistive technology (AT), contributing to the development of key performance indicators (KPIs) with MEAL and other Program’s team, and supporting the development of procedures and monitoring tools. The RTO also contributes to knowledge capitalization and documentation of good practices to support the replication and scale-up of the Lighthouse model in other governorates.

 

Reporting to: Project Manager

Functionally reports to:  Regional Rehabilitation Specialist

Interact with:

Internal: Country Manager, Technical Officers, Regional Technical Unit, MEAL team, Logistics and Administrative team

External: The project partner (CEOSS), MOSS, local organizations running the rehabilitation centers in Qena and Shora AL Kheima and the PMU team.

 

REPONSIBILITIES:

 

Responsibility 1: Technical assistance and Quality Assurance

a.           Ensure all project activities and deliverables are implemented in accordance with the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and Egypt’s Law No. 10/2018.

b.           Ensure the systematic application of HI’s Rehabilitation Management System (RMS) to assess, plan, and monitor the technical and operational systems of the two "Lighthouse" rehabilitation centres in Qena and Shoubra El Kheima.

c.           Oversee the transformation of Ministry of Social Solidarity (MoSS) rehabilitation centres into sustainable, rights-based models by providing technical expertise during the design of infrastructure and service improvements.

d.           Provide appropriate technical guidance and support to lighthouse team and HI team to ensure effective implementation of the action plan of the two "Lighthouse" rehabilitation centres in Qena and Shoubra El Kheima.

e.           Lead the development of standard Operating Procedures (SoPs) in Rehabilitation and AT and contribute to other sectors SoPS to ensure synergy and multisectoral intervention.

f.            Collaborate with the M&E Specialist to ensure that technical indicators for service quality are integrated into the monitoring frameworks for the two lighthouses.

g.           Contributes to capitalization, synthesis, and performance review documentation to support institutional learning and sustainability

h.           Ensure global and regional field technical specialists get the information they need and collaborate with technical divisions as needed.

Responsibility 2: Capacity building and Professional Standards

a.    Lead the technical training and coaching of lighthouses’ staff to ensure they translate policy and procedures into practice with the required technical competence and ethical standards.

b.   Facilitate on-the-job support and peer learning for centre staff to institutionalize new practices, such as Standard Operating Procedures (SOPs) and quality assurance protocols

Responsibility 3: Coordination

a. Act as a technical focal point for the Technical Working Groups (TWG) established within each rehabilitation centre, facilitating participatory design processes with MoSS staff and centers’ team.

b. Work in close collaboration with the CEOSS technical team to coordinate training needs assessments and the identification of qualified trainers for professional capacity building.

c. Coordinate and collaborate with the other departments (Logistic, finance, MEAL and HR) and technical team mainly the Development and Programs coordinator (Inclusive Governance TO) to ensure timely and effective implementation of activities.

Mission 4: Reporting and Deliverables

a. Produce high-quality technical reports following the completion of the activities under his/ her responsibility and ensure timely contribution of other contributors. The expected deliverables include:

- Rehabilitation Management System (RMS) Assessment Reports;

- Action Plans for Qena and Shoubra El Kheima rehabilitation centres.

b. Ensure timely contribution and review to the reports produced by the other program team members and partners.

c. Provides substantive technical inputs to interim and final narrative reports, ensuring alignment with agreed results, performance indicators, and evidence-based findings.

d. Ensures integration of disability, sex, and age-disaggregated data in reporting, in coordination with the MEAL Specilaist.

 

 

THE SUCCESSFUL CANDIDATE will have:

 

  • University degree or equivalent certification in physiotherapy or Occupational Therapy.
  • Minimum 5 years’ experience in physical and functional rehabilitation in development and/or humanitarian contexts.
  • Proven experience in developing guidelines and evaluating quality of services.
  • Skills in developing training and providing coaching for capacity building of rehabilitation and non-rehabilitation professionals
  • Knowledge of the general inclusion concepts and frameworks such as disability rights and disability creation process is an asset
  • Ability to work with public authorities, partners, and stakeholders with strong networking and coordination skills
  • Fluency in both Arabic and English Language
  • Excellent reporting and analytical skills

 

 

Initial contract will be for a period of one year renewable and the position is based in Cairo

Basic salary range for the position : From € 760.29 to € 838.22 based on relevant experience.
