Procurement and Supply of Local Goats

The tasks to be performed by the supplier is within the scope of Activity 2: Local Goats and Fodder Distribution under the RELIEF-SBA project and shall be carried out in close cooperation with the RELIEF-SBA project team within the project targeted area
The supplier shall ensure the provision of healthy, locally adapted goats suitable for breeding and production purposes. 
2.1 Animal Selection and Technical Requirements

The supplier will provide 450 local goats that meet the following minimum criteria:

• Locally adapted breeds suitable for the agro-ecological conditions of the target areas

• Must be females of reproductive age, with a minimum age of 7 months and a maximum age of 2 years.

• Must be males aged between 7 months and 2 years

• Animals in good body condition

• Healthy udder and teats (for females)

• Sound legs and hooves

• Proper dentition consistent with age

• Appropriate physiological status (pregnant, lactating, or suitable for breeding when applicable)

• Disease-free and free from visible defects or deformities, enrolled in and comply with the vaccination program (Foot and Mouth Disease (FMD), Enterotoxemia, Goat Pox, Peste des Petits Ruminants (PPR), endoparasite and ectoparasite)

• Demonstrated reproductive and productive potential, when possible Selection will consider both performance-based and phenotypic traits, and genealogical records should be provided when available.

The Veterinary & Small Ruminant Expert will conduct field screening and final validation of all selected animals prior to purchase and distribution.

2.2 Supplier Responsibilities The supplier shall:

• Provide only healthy, disease-free goats suitable for breeding and production.

• Coordinate with the project team and Veterinary Expert for animal inspection and selection

• Present animals for veterinary screening prior to procurement approval

• Ensure animals receive preventive veterinary care prior to delivery, including: Vaccination, Deworming, Parasite control, Health check in line with MOA recommendations, accompanied by an official health certificate confirming their condition and their vaccination program.

•Tag the goat selected by the veterinary and small ruminant expert.

• Provide transportation of animals to designated delivery sites in Baalbak area when required and with complete coordination with MoA

• Replace any animal rejected during veterinary inspection or found unfit prior to distribution

• Ensure animal welfare standards are respected during handling and transportation

2.3 Coordination and Field Verification Field visits will be conducted to:

• Verify animal health and eligibility criteria, and ensure that it is properly tagged.

• Coordinate procurement logistics

• Ensure readiness for distribution

• Coordinate with municipalities and relevant stakeholders when needed The Veterinary Expert will validate compliance with all eligibility and health requirements prior to acceptance.

Proposals must be submitted by hand to Al-Shouf Cedar Association headquarters at the above mentioned address.

The proposal must include:

Envelope 1: Technical Offer (annex 1)

Envelope 2: Financial Offer (annex 2)

The Technical Offer must include:

• Description of goats offered (breed, age, origin, health status) and confirmation compliance with technical criteria (Annex 1)

• Supplier experience and portfolio (References from previous livestock supply contracts, if available)

• Health Certificate of Goats including vaccination program

• Registration certificate (MOF)

• VAT registration certificate
