Health Care Engineer/Planner Consultant

Anera Background:

Objective of the Service 

The project aims to strengthen the capacity of PRCS hospitals to deliver safe and reliable essential healthcare services for Palestinian refugees by improving dialysis service at Safad Hospital in the Baddawi camp.

This project focuses on the interior rehabilitation and upgrading of a new dialysis unit so the old unit can be relocated to. It also focuses on renovation of the associated water treatment unit that is needed to ensure the efficiency and safety of the dialysis unit. 

The healthcare planner (architect/engineer) will work alongside the hospital engineer and biomedical engineer and play a central role in ensuring the high quality relocation of the dialysis room to the new renovated one. They will provide comprehensive services encompassing preliminary site visits, architectural design, tendering support, supervision, and project completion tasks based on the preliminary assessment done.

 

Scope of Service

Preliminary Site Visits:

  • Conduct initial site visits the old and new proposed units for kidney dialysis and water treatment facility.
  • Assess service delivery flow, patient circulation, accessibility, infection prevention considerations, and therapeutic functionality in the new unit
  • Provide a report detailing findings and recommendations.

As-Built Drawings:

  • Develop accurate and detailed as-built drawings.
  • Develop a functional layout plans aligned with service delivery needs.
  • Define zoning of spaces (assessment area, therapy area, storage, nursing stations, etc)
  • Ensure compliance with local regulations and standards.

Architectural Design:

  • Develop a comprehensive architectural design based on client requirements.
  • Provide conceptual sketches, floor plans, and elevations.
  • Incorporate sustainable and innovative design principles.

Tender Documents and Support:

  • Prepare comprehensive tender documents.
  • Assist in the tendering process, including pre-bid meetings.
  • Respond to inquiries from potential bidders.
  • Evaluate and recommend suitable contractors based on bids received.

Supervision and Office Backup:

  • Oversee rehabilitation activities to ensure compliance with design and specifications, through regular site visits.
  • Verify completed milestones and work against agreed-upon payment schedules.
  • Issue payment certificates in accordance with project progress.

Snagging and Handing Over:

  • Conduct thorough snagging inspections to identify and rectify defects.
  • Coordinate with contractors to ensure timely resolution of issues.
  • Facilitate the smooth handover of the project to the client.

Timeframe and Reporting

16 days over 7 months (March 15, 2026 – October 15, 2026).

 

Payment Terms and Taxation

  • Total consultancy/service fee: 4,000 USD
  • Payment schedule: in installments as per deliverables
  • Payment modality: upon submission of invoice
  • If paid in Installment link each installment to a deliverable:

             20% for deliverable 1

             60% for deliverables 2 and 3

             20% for deliverables 4 and 5

Taxation: All payments are subject to tax in accordance with applicable laws.

 

Qualifications and Competencies

  • Bachelor’s Degree in Civil Engineering/Architecture or related field 
  • At least 7 years of health care planning experience in s hospital setting.
  • Proficiency in AutoCAD, or equivalent engineering software
  • Proficiency in BOQ preparation, site supervision, and quality assurance
  • Experience of coordinating the activities of a multidisciplinary team including contractors and staff from diverse range of backgrounds
  • Strong communication and stakeholder engagement skills
  • Ability to manage multiple, unrelated tasks concurrently and independently
  • Strong organizational skills and attention to detail
  • Ability to draft detailed and accurate reports in a timely manner
  • Ability to work with culturally diverse groups of people
