NCEI Lebanon (Reg. #2220) has moved beyond being a simple NGO; we have become the Engine Room for this new economy. By building 961AI, MatchprenAI, Ballish, and AiSkillz, we have laid the foundational "tracks" upon which the new Lebanese private sector can run.

We are no longer looking for "donors" in the charitable sense; we are seeking Strategic Architects and Ecosystem Partners.

NCEI is officially open for partnership on the following fronts:

  1. Technological Integration: For tech firms looking to integrate their APIs or AI models into the 961AI Network to empower local builders.
  2. Financial Rail Development: For fintech partners willing to help us build secure, decentralized "Fresh Dollar" payment gateways that bypass local banking hurdles.
  3. Global Market Access: For international chambers of commerce and VC firms looking to tap into the high-vetted talent pipeline coming out of Ballish.online and AiSkillz.online.
  4. Governance & Policy: For academic and legal institutions to help us codify the "Digital Sovereignty" laws that will protect our platform participants.

The "961AI" transition is operationalized through four distinct, yet interlocking, digital platforms:

  • 961AI Network (Sovereign Intelligence): We are moving away from total dependence on foreign black-box AI. This network focuses on localized AI development, fine-tuning Large Language Models (LLMs) to handle the specific linguistic and economic nuances of the Levant, ensuring that our data remains a national asset.
  • MatchprenAI.online (The Capital Bridge): A precision matching engine that bypasses the broken local financial sector. It uses AI to connect Lebanese "Fresh Dollar" seekers with international investors and remote roles, ensuring immediate liquidity and global market integration.
  • Ballish.online (The Virtual Sandbox): This is our "fail-fast" infrastructure. It allows startups to validate ideas and test MVPs in a low-cost, high-data environment. It acts as a filter for viability, ensuring that only the most resilient concepts move toward full-scale deployment.
  • AiSkillz.online (The Talent Lifeboat): To stop the brain drain, we provide rapid, role-based reskilling. This platform prepares our workforce for the AI-augmented global market, allowing them to stay in Lebanon while earning competitive international wages.

The Phoenix Protocol is Lebanon’s digital declaration of independence. We are building a sovereign digital state that exists wherever there is a connection and a creative mind. We are no longer waiting for the grid to return; we are building our own light.

This endeavor will also help Lebanon move from 117th into the global Top 80, the National AI Manifesto focuses on "Evidence of Impact." The Oxford Insights Government AI Readiness Index doesn't just measure potential; it measures Public Sector Adoption, Technology Sector Maturity, and Data Representative Capacity.

The NCEI’s seasonal mentorship of a specialized cohort of over 10 startups serves as the primary engine for these scores. Unlike general SaaS, these ventures utilize Agentic AI—autonomous systems capable of reasoning, using tools, and executing complex workflows.

1. Architecture: The Hybrid Incubator Model

The 961AI.network is designed to bypass traditional infrastructure bottlenecks (electricity, physical space, hardware costs) by utilizing a Distributed Hybrid Model.

  • Physical Layer (The Hubs): Centralized nodes in Beirut (BDD) and regional hubs like Nabatieh (NUMŪ) provide low-latency edge computing and collaborative workspaces. These serve as the "High-Trust" environments for hardware-software integration.
  • Virtual Layer (Ballish.online): This serves as the Digital Sandbox. It provides startups with "Compute-as-a-Service," allowing founders in remote areas to access high-tier GPUs and localized datasets without the need for physical relocation.

2. Advancing the AI Readiness Index Pillars

The 961AI.network is specifically engineered to "check the boxes" of the three core pillars used by Oxford Insights:

A. Government Pillar (Strategic Vision & Adoption)

    • Pilot: The 961AI ecosystem acts as a funnel for the Lebanon Tech & AI Fund, providing the "Success Metrics" (like Agentic Autonomy Scores) that attract global VC and diaspora investment.

C. Data & Infrastructure Pillar (Foundation & Resilience)

  • Indicator: Open Data & Representative Datasets.
    • Pilot: 961AI.network creates a National Data Commons. Startups contribute their refined, anonymized datasets back to a central pool, creating a "Lebanese Contextual LLM." This addresses the index's requirement for "Data Representativeness"—ensuring AI understands the local language and culture.
