Supply Chain Officer - Generic

1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian crisis since late 2012. One of CARE’s key imperatives is to place the people it serves at the center of its interventions by delivering high-quality, innovative programming in the areas where it operates.

CARE Lebanon currently implements activities across Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. The organization delivers both emergency and development programs in the sectors of livelihoods, food security, protection, gender, shelter, and water, sanitation, and hygiene (WASH). CARE targets the most vulnerable populations, including both host communities and refugees, and has supported more than half a million beneficiaries over the past seven years.

In the coming years, CARE Lebanon’s strategy will focus on strengthening and expanding its emergency response capacity to provide essential assistance, while continuing to implement sustainable development programs in food security, livelihoods, gender, and protection. CARE intends to maintain its operational presence across all regions of Lebanon.

Over the past few years, CARE Lebanon has experienced significant growth and currently employs approximately 90 staff members, working in collaboration with more than 15 local and international partner organizations. The majority of the team (approximately 90%) consists of national staff, supported by a limited number of international staff members.

Supply Chain Manager

3. Organizational Relationship

The Supply Chain officer reports directly to the Supply Chain Manager. The position does not have direct supervisory responsibilities.

The role works in close coordination with program teams, finance, logistics, and other support departments to ensure smooth and timely procurement processes for both regular and emergency programs.

4. Specific Duties and Responsibilities

Responsibility #1: Emergency Procurement & Supply Management (40–45%)

  • Lead and manage end-to-end procurement for emergency response operations and routine programs.
  • Rapidly process Purchase Requisitions (PRs) under both standard and emergency thresholds, ensuring full compliance with CARE, donor, and national regulations.
  • Prepare and issue RFQs, RFPs, ITTs, and other procurement solicitations; coordinate bid opening, evaluation, and award justifications.
  • Draft and issue contracts, ensuring compliance with CARE and donor requirements.
  • Maintain procurement trackers for Beirut and field offices, ensuring timely availability of critical goods and services during emergencies.
  • Ensure proper documentation, archiving, and audit readiness for all procurement actions.

Responsibility #2: Warehouse & Inventory Management (20%)

  • Oversee warehouse operations, including storage, stock control, and stock rotation for emergency and regular program supplies.
  • Maintain accurate inventory records, manage stock levels, and coordinate regular physical stock checks and audits.
  • Ensure warehouses meet safety, security, and organizational standards.
  • Coordinate with logistics, program teams, and suppliers to ensure timely receipt and dispatch of goods.

 

Responsibility #3: Assets & Premises Management (10–15%)

  • Maintain accurate records and control over organizational assets, including office equipment, tools, and other inventory.
  • Oversee premises management, ensuring that offices, warehouses, and operational sites are secure, functional, and compliant with safety standards.
  • Coordinate maintenance, repairs, and replacement of assets in line with organizational policies.

Responsibility #4: Fleet Management (10–15%)

  • Manage CARE Lebanon’s vehicle fleet, including allocation, maintenance scheduling, fuel tracking, and usage records.
  • Ensure fleet readiness for emergency deployments and routine program activities.
  • Coordinate with drivers, warehouse, and program teams to optimize fleet use and minimize operational disruptions.
  • Maintain fleet reporting for management and donor purposes.

Responsibility #5: Coordination, Reporting & Visitor Logistics (10%)

  • Maintain strong communication with vendors, program teams, finance, logistics, and field offices to ensure seamless supply chain operations.
  • Manage logistical arrangements for visitors, including travel, accommodation, transport, and field visits, ensuring safety and smooth coordination.
  • Monitor KPIs, prepare and submit regular reports on procurement, inventory, assets, fleet, and warehouse activities.
  • Conduct procurement, warehouse, and supply chain training for staff and partners.
  • Ensure all supply chain operations comply with CARE policies, donor regulations, and internal SOPs.

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Proven knowledge of supply chain management, including procurement, warehouse operations, inventory control, assets management, premises management, and fleet coordination.
  • Strong understanding of emergency procurement procedures, rapid response operations.
  • Solid knowledge of INGO policies, donor regulations and Lebanese legal requirements related to procurement, asset management, and logistics.
  • Experience in vendor management, including supplier prequalification, performance monitoring, and contract compliance.
  • Strong analytical, planning, and problem-solving skills with the ability to prioritize and manage multiple tasks simultaneously under pressure.
  • Ability to maintain audit-ready documentation for procurement, warehouse, fleet, and asset management.
  • Competence in Microsoft Office applications, particularly Excel, Word, Outlook; knowledge of ERP or supply chain management systems is an asset.
  • Excellent communication skills in English and Arabic (written and spoken), with the ability to coordinate across teams and stakeholders.
  • High level of integrity, professionalism, and commitment to CARE’s values.
  • Ability to train, guide, and supervise staff or partners in supply chain procedures, emergency processes, and operational compliance.
  • Flexibility and adaptability to rapidly changing operational environments and emergency deployments.

​​​​​​​b. Experience:

  • Minimum of 2–4 years of relevant professional experience in supply chain, procurement, logistics, or related functions, preferably within INGOs, humanitarian organizations, or similar institutions.
  • Experience in vendor management, including prequalification, monitoring performance, and ensuring contractual compliance.
  • Experience in developing, monitoring, and reporting on supply chain KPIs, trackers, and operational reports.
  • Experience in training and supervising staff or partners in supply chain operations is highly desirable.

Bachelor’s degree in business administration, Supply Chain Management, Logistics, Procurement, Finance, or a related field.

  1. Languages:

​​​​​​​English and/ or Arabic are the working language of CARE International in Lebanon.

Knowledge of other languages is an asset.

6. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and funding availability.
