Enterprise Mapping Expert

The René Moawad Foundation (RMF) is implementing the ENABLE project, funded by the International Labour Organization (ILO), which aims to improve national active labour market interventions for the socio-economic inclusion of vulnerable groups in Lebanon. The project targets beneficiaries registered under the Ministry of Social Affairs’ (MoSA) AMAN and National Disability Allowance (NDA) programmes.

The project operates in North Lebanon, Akkar, and Mount Lebanon — regions selected on the basis of documented labour market conditions and operational feasibility in the current security context. Implementation spans a six-month period in 2026.

The project’s core intervention involves identifying and engaging operational enterprises capable of hosting beneficiaries in short-term subsidised employment, with the objective of facilitating their transition into permanent decent work. Enterprise engagement is the first and most critical operational step in the project’s labour market intermediation approach.

RMF is seeking a qualified Enterprise Mapping Expert to lead the identification, outreach, screening, and vetting of enterprises in the target regions, and to support the matching of selected beneficiaries with confirmed employment opportunities.

The Expert will work within the framework of the project’s enterprise mapping methodology, which has been developed by RMF in alignment with ILO standards and the project’s operational context. The Expert’s role is to operationalise this methodology through direct field engagement and to deliver the outputs required for the project’s implementation cycle.

How to Apply

Interested candidates are invited to submit a Technical Offer and a Financial Offer to procurement@rmf.org.lb by 20 March 2026.

The Technical Offer:

  • A cover letter explaining the candidate’s relevant experience and motivation for this assignment.
  • An updated CV highlighting relevant qualifications and experience.
  • A brief technical note (maximum two pages) describing the candidate’s proposed approach to the assignment, including a proposed workplan with estimated number of working days per phase and overall timeline.
  • Contact details of two professional references.

Note: For planning purposes, the assignment involves the review of approximately 100 enterprises across North Lebanon, Akkar, and Mount Lebanon, leading to the selection of 15 partner enterprises. Proposed timelines and day estimates in the technical note should reflect this scope.

Financial Offer:

The Financial Offer should include:

  • A daily rate in USD.
  • A total proposed budget based on the candidate’s estimated number of working days.
  • Any additional cost items the candidate considers necessary to complete the assignment (e.g. field transportation).
