The Position (General Position Summary)

Field Monitors will support Mercy Corps’ Monitoring, Evaluation and Learning (MEL) team by ensuring independent oversight of relief distributions implemented by partner LOST at collective shelters and schools. The role focuses on verifying distribution processes, tracking commodities, ensuring accountability to affected populations, and providing timely monitoring data from the field.

 

Essential Responsibilities

DISTRIBUTION MONITORING

  • Monitor relief item distributions conducted by partner LOST in collective shelters and schools within the assigned geographic area.
  • Ensure that distributions follow approved distribution plans, beneficiary lists, and Mercy Corps operational guidelines.
  • Observe distribution processes to ensure transparency, fairness, and compliance with humanitarian principles.
  • Verify that beneficiaries receive the correct quantities and types of assistance.

 

BENEFICIARY VERIFICATION

  • Cross-check beneficiary identities against approved distribution lists.
  • Conduct random spot checks during distributions to ensure assistance reaches intended recipients.
  • Identify and report any cases of duplication, exclusion errors, or irregularities in beneficiary targeting.

 

STOCK AND COMMODITY VERIFIATION

  • Verify stock availability and quantities of items delivered to distribution sites.
  • Cross-check quantities distributed against waybills, stock records, and distribution documentation.
  • Monitor proper handling and storage of relief items during distribution activities.
  • Identify and report discrepancies between planned and actual distributed quantities..

 

DATA COLLECTION AND DCUMENTATION

  • Collect monitoring data using approved MEL tools and checklists.
  • Record key distribution information including number of beneficiaries served, items distributed, and operational challenges.
  • Maintain accurate documentation of monitoring activities including geo-tagged photos when required.
  • Submit timely monitoring reports and field updates to the MEL Analyst.

 

ACCOUNTABILITY TO AFFECTED POPULATION

  • Monitor the availability and accessibility of complaints and feedback mechanisms at distribution sites.
  • Collect and document beneficiary feedback, concerns, and complaints during monitoring visits.
  • Ensure that complaints are referred through the appropriate Mercy Corps accountability channels.

 

COORDINATION AND COMMUNICATION

  • Maintain close coordination with LOST field teams during distribution activities.
  • Provide real-time updates from the field to the MEL Analyst when required.
  • Immediately report any irregularities, operational challenges, or protection concerns observed during distributions.

 

COMPLAINCE AND SAFEGUARDING

  • Ensure that all monitoring activities adhere to Mercy Corps policies, safeguarding standards, and humanitarian principles.
  • Observe and report any protection risks, safety concerns, or potential misuse or diversion of assistance.
  • Promote safe, dignified, and inclusive distribution practices.

 

VISIBILITY AND PHOTO DOCUMENTATION

  • Take clear and appropriate photographs of distribution activities, stock arrangements, and distribution processes for documentation and visibility purposes.
  • Ensure that photos respect beneficiary dignity, privacy, and safeguarding guidelines.
  • Capture photos of visibility materials (such as Mercy Corps and donor branding) when present and share them with the MEL team as required.

 

SAFEGUARDING RESPONSIBILITIES 

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Works Directly With: MEL and Program Teams

 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

 

Minimum Qualification & Transferable Skills

  • Bachelor’s degree in social sciences, development studies, monitoring and evaluation, or a related field, with at least 1–2 years of experience in humanitarian programs, preferably in monitoring, distribution oversight, or field data collection.
  • Experience using data collection tools (e.g., CommCare) and strong ability to verify beneficiary lists, monitor distributions, and maintain accurate documentation and reporting.
  • Knowledge of Sphere standards and humanitarian principles is preferred, with demonstrated understanding of accountability to affected populations, safeguarding, and ethical field practices.

 

Success Factors

Successful Field Monitors demonstrate strong attention to detail, integrity, and commitment to humanitarian principles while conducting monitoring activities. They are able to work independently in field settings, maintain professionalism when interacting with beneficiaries and partners, and ensure accurate verification and documentation of distribution processes. Strong communication and interpersonal skills are essential to effectively coordinate with partner teams and report findings clearly to the MEL team. The role requires reliability, problem-solving skills, and the ability to identify and promptly report irregularities or protection concerns. Successful candidates also demonstrate accountability, respect for participant dignity, and adherence to safeguarding and ethical standards, while remaining flexible and responsive in dynamic operational environments.

 

Living Conditions / Environmental Conditions

The position is based in Bekaa / Baalbek-Hermel/ Beirut & Mount Lebanon and requires regular travel within the assigned area to monitor distributions in collective shelters and schools. Travel may involve visits to locations with limited amenities or access constraints. Field monitors will be expected to work in dynamic environments while adhering to Mercy Corps safety and security procedures.
