Midwife Supervisor Emergency Response – Bekaa

Doctors Without Borders / Médecins Sans Frontières (MSF) is an international medical humanitarian organization created by doctors and journalists in 1971. Today, MSF provides independent, impartial assistance in more than 60 countries to people whose survival is threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, and exclusion from health care or natural disasters. MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Wadi Khaled and the Bekaa valley.

MSF Lebanon is currently looking for staff for its Emergency Response with Medical Mobile Units in Bekaa and Zahle

Salary: 181,685,000 LBP per month (USD 2,030 per month)

Scope of responsibility: MSF

Supervising the clinical activities and guaranteeing the quality of midwifery care in the department, according to MSF protocols, values and universal hygiene standards in order to provide a high-quality Mother and Child Health (MCH) care to the population. Supervising the main activities: Antenatal Care, Post Natal care, Gynecological consultations, and Family Planning, adapted to the current emergency in the context of massive population displacement within Lebanon.

Function responsibilities include:

  • Supervising, supporting, and evaluating the team under his/her responsibility particularly midwives, midwife assistants and other related staff in her team. Planning and organizing their work (areas, days, absences, visits, holidays, etc) and coaching them in their work with special focus in following all appropriate protocols and procedures
  • Support and supervise the MMUs (medical mobile units) implemented in Bekaa with MSF, supporting IDPs in the shelters. These MMUs work with a PHCC.
  • Ensuring teamwork and a professional relationship between maternity and other departments.
  • Remote supervision of the clinical activities in the MSF Bekaa clinics, departments, and activities such as antenatal consultations, post-natal consultations, gynecological consultations and family planning consultations.
  • Ensuring that the staff on duty knows, implements, and follows at all times the universal hygiene standards/ precautions, bio-hazard prevention and infection control in the medical premises ensuring high standards of hygiene in the working environment.
  • Being responsible for the department-related pharmacy activities (stock and consumption monitoring) as well as maintenance of the medical equipment
  • Being responsible for ensuring that all the administrative procedures, patients’ data and documents are filled incorrectly and registered for compiling monthly reports reflecting the activity in the department.
  • In certain contexts, being responsible for ensuring that the maternity staff is able to identify, receive and provide care to the victims of the SGBV in collaboration with the Obs & Gyne MD and following the protocols.
  • Support the service mapping and continuity of services regarding SGBV within the project (linking with NGOs and partners, service mapping, accessibility of CMR facilities for IDPs etc).
  • Ensure partnerships and service mapping available for Protection actors in Bekaa, especially within the shelters covered by MSF.

Specific Accountabilities

  • With the current crisis, MSF supports shelters through the MOSA coordination system. MSF implements MMUs (medical mobile units) linked to a PHCC, in these shelters. Your role is to support in:  
  • Coordinating and supervising the Midwives working in these MMUs, by udapting the SOPs as an emergency response ;
  • Ensuring the proper provision of medication with our Pharmacy team ;
  • Linking with the Protection and SGBV partners in the shelters ;
  • Supervising the Supply orders for SRH (sexual and reproductive health) ;
  • Monitoring the medication consumption, and monitoring proper use of SOPs and MSF protocols.
  • Added to the MMUs deployed for the emergency response, MSF also resumed part of the regular activities within the two MSF clinics (Arsal and Hermel). Both clinics needs remote support and supervision of daily clinical activities and pharmacy/supply chain.
  • The Midwife Supervisor reports directly to the MWAM and will be supervising a team of 7 midwifes (remote and in person supervision), for the emergency response.

Requirements

Education

  • Essential: Diploma in Midwifery from a recognized university or institute
  • Essential: Ministry of Public Health (MoPH) practice license as Midwife in Lebanon
  • Essential: Certificate of registration at the Lebanese Order of Midwives (or relevant professional body)      

Experience

  • Essential: At least 1 year of certified work experience as a midwife.
  • Essential: At least 2 years of previous work experience in a managerial or Supervisory position in a Primary Healthcare Center (PHC).
  • Desirable: Previous experience with MSF or other local and/or international NGOs.

Languages

  • Essential: Full professional proficiency using the Arabic Language
  • Essential: Limited to full professional proficiency using the English language
  • Desirable: Elementary to limited professional proficiency using the French Language

Knowledge

  • Essential: Intermediate to advanced computer literacy using MS-office applications (MS-Word, MS-Outlook, MS-Excel).
