Protection Enumerator - Emergency Response

IRC operates throughout Lebanon, with the main office in Beirut and field offices in Deir Dalloum and Zahle. IRC’s programs assist Syrian refugees and vulnerable Lebanese in host communities across multiple sectors: education and early childhood development, livelihoods, health, and protection in close coordination with the Lebanese Government and broader humanitarian and development community. The IRC’s violence prevention and response (VPR) programs have provided support to at risk and vulnerable Syrian and Lebanese communities through the delivery of critical case management, psychosocial support, community-based protection and prevention activities, and legal assistance. With years of protection monitoring programming, the IRC is a trusted resource for up-to-date information and analysis of key protection risks and trends amidst an evolving protection environment.

 

Scope of work:

Under the supervision of the Integrated Protection Manager and the Protection Officers, the enumerator will be responsible for conducting field activities inside and outside collective shelters where IDPs and affected populations reside. The enumerator will serve as IRC’s frontline in their respective areas. He/She will be supporting the protection team in delivering emergency protection activities at the respective sites allocated to them.

IRC will provide the enumerator with the necessary tools needed for the implementation, in addition to the capacity building trainings and coaching sessions.

 

Deliverables:

  • Conduct a Household assessment/ RNA/ Survey in person or /remotely to understand the context and protection risks.
  • Submit completed tasks on time and discuss with the supervisor highlights, notes, and cases daily.
  • Ensure high-quality and consistent data collection and that assessments are conducted in a manner that respects all respondents.
  • Produce a daily report reflecting the activities conducted.
  • Facilitate PSS activities inside and outside collective shelters for affected clients (children, youth, caregivers, adults),
  • Deliver awareness sessions to the clients based on the recommendation of the supervisor.
  • Adopt PFA approach while dealing with the affected population.
  • Support in the distribution process for in kind-services for the affected population.
  • Identify and share protection risks and trends within their area/site and share them with IRC staff.
  • Support in the outreach of the clients to deliver the protection activities.
  • Attend capacity building activities, including trainings with IRC.
  • Any additional responsibility assigned by the supervisor for the emergency response.

Consultancy Requirements:

  • Ability to communicate effectively with the clients, including children, youth, adults, and elderlies
  • Ability to work effectively under pressure.
  • Ability to gather information in an objective, appropriate, and sensitive way.
  • Ability to act with appropriate respect to the beneficiaries’ cultures and traditions.
  • Interpersonal and communication skills.
  • Organization and time management skills.
  • Basic understanding of technology, such as tablets.

 

Language Skills: 

  • Ability to communicate, read, and write clearly in Arabic and English.

 

Payment modality:

  • Enumerator will be paid in a lump sum after the consultancy, based on the number of days, with a max of 22 days per month.
  • To be paid after accepted deliveries and submission of the invoice.
