DEPARTMENT PURPOSE: Oxfam prioritizes cash assistance in all its types as one of the most pressing needs in Lebanon, ensuring that marginalized women and men of all nationalities and statuses have safe access to food and basic assistance through cash assistance, as well as the ability to support their own basic needs and develop their livelihoods, while respecting and maintaining their dignity.

 

JOB PURPOSE: In order to ensure that Internally Displaced People (IDPs), especially migrants and LGBTQIA+ individuals in Beirut and Mount Lebanon (BML), and other IDPs across Lebanon, have access to their basic needs including food and non-food items, the Cash Officer will work closely with the Lebanon Response Team along with Oxfam’s partners and relevant stakeholders focusing on Cash Programming including Multi-purpose Cash Assistance (MPCA), Cash for Food (CfF), Cash for Shelter (CfS) and Group Cash Transfers (GCT). They will be mainly responsible for assisting in the identification of households eligible for MPCA and other cash assistances, ensuring proper follow-up with IDPs eligible for cash assistance, coordinating with partners and service providers (BoB Finance), and maintaining accurate documentation of cash assistance. While upholding Oxfam's standards and donor criteria, the Officer will collaborate closely with the Oxfam team, partners, and beneficiaries to achieve a seamless and effective project implementation.

KEY RESPONSIBILITIES

 

Management:

  • Manage 1 Cash Assistant and daily enumerators, and join them in field activities, including assessments and monitoring.

 

Program Implementation and Technical Support:

  • Support in setting up and leading on IDPs outreach and communication of intervention's objectives by coordinating with cash actors, relevant sectors and other stakeholders.
  • Lead on undertaking assessment and identification of recipients of MPCA followed by close coordination and follow ups.
  • Facilitate and ensure timely disbursement of cash transfers to identified IDP families by coordinating with business support team in Oxfam such as Finance and externally with Financial Service Provider where relevant.
  • Ensure that cash documentation is accurately completed, compiled, and returned to the Finance Department in a timely manner.
  • Work closely with Oxfam's partners implementing cash components and coordinate with them on day-to-day activities and data requests.
  • Assist the Beirut Field Manager with the GCT activity to informal migrant groups as needed.
  • Support the Response Operations Lead and the Food and Economic Security Advisor in other Cash programming as needed.

 

Reporting and Data Management:

  • Report regularly to the Response Operations Lead, and technically coordinate with the Food and Economic Security Advisor on the progress of implementation and challenges encountered against targets set, highlighting constraints, and propose solutions.
  • Coordinate with the MEAL department by collectively coordinating on reporting and referrals.
  • Ensure data entry and safe management of beneficiary information following data protection protocols.
  • Participate in and maintain a timely and appropriate flow of information up and down the management line (including programmatic information, security issues, etc.) and horizontally with partners.

 

External Representation and Coordination:

  • Attend relevant project meetings, as requested by the Response Operations Lead.
  • Attend sector meetings, as requested by the Response Operations Lead.
  • Identify opportunity to collaborate and coordinate effort with other organizations.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

In addition:

  • A bachelor’s degree in international relations, business administration, management, human rights, social sciences, or related field.
  • At least 2 to 3 years of experience in working with communities in humanitarian/emergency or development contexts, in particular with refugee and migrant populations.
  • Previous experience in working in partnership with national organizations.
  • Fair experience in cash, food security, livelihoods and/or social cohesion and advocacy programming.
  • Good knowledge of MEAL frameworks and plans.
  • Good knowledge of NGO operations and administration, including Procurement, FLEET and Security.
  • Excellent written and verbal communication skills in Arabic and English.
  • Good computer skills in MS Office programs, particularly Excel.
  • Willingness to work in insecure environments and a high level of adaptability and initiative.

 

Desirable

  • Previous knowledge and/or experience of Multi-purpose Cash Assistance (MPCA) or other cash-based humanitarian interventions.
  • Contextual knowledge of the humanitarian and development issues in Lebanon.
  • Previous involvement in community engagement initiatives.
