HOU2026 08 Border Health Assistants (Hourly) - 2 positions

Organizational Context and Scope:

Al Masnaa is the main land crossing designated International Health Regulations (IHR) point of entry (PoE) between Lebanon and Syria. In addition, the El Qaa crossing point, located in the northern Bekaa region linking Lebanon to Homs Governorate in Syria, serves as an additional official border crossing used by populations moving between the two countries and may experience increased movements during periods of return or displacement. In line with the IHR and in the context of the evolving return movement of Syrian refugees, IOM is working to ensure border health preparedness and early detection of public health threats.

The UN migration agency (IOM) is an intergovernmental organization established in 1951. As an integral part of its multi-sectorial response to the Syrian crisis, IOM works through existing health care facilities to improve health care access for vulnerable population and provides support to national health care systems.

The incumbent will work under the direct supervision of the National Program Officer in coordination with MoPH. All activities related to his/her clinical/field work will be overseen by the site’s physician present at the crossing border.

Responsibilities and Accountabilities:

The incumbent will be responsible for the below tasks:

1. Provide basic first aid and initial stabilization for individuals presenting with minor injuries, dehydration, exhaustion, or acute illness at the crossing point.

2. Conduct initial health screening when required or upon referral by border or non‑health staff, including symptom checks, temperature measurement, and observation for signs of communicable diseases or visible injuries.

3. Identify individuals requiring urgent medical attention and immediately notify the physician and support referral to nearby health facilities in accordance with established SOPs.

4. Assist the site physician in the management of minor medical conditions, wound care, dressing, and monitoring of vital signs.

5. Identify and report suspected cases of notifiable diseases in accordance with national surveillance protocols and inform the physician and relevant authorities as required.

6. Adhere to infection prevention and control (IPC) measures and ensure appropriate use of personal protective equipment (PPE).

7. Provide health education and awareness to border staff and travellers on disease prevention, hygiene, and other relevant health topics.

8. Participate in training and capacity‑building activities related to border health, emergency response, and public health surveillance.

9. Maintain accurate records of screenings conducted, consultations, referrals made, and health education activities and report to IOM as required.

10. Distribute health promotion materials and support awareness campaigns during outbreaks or public health emergencies.

11. Assist in maintaining stocks of medical supplies, first‑aid kits, PPE, and health promotion materials, including monitoring expiry dates.

12. Ensure proper storage, handling, and organization of medical supplies.

13. Support monitoring of hygienic conditions in waiting areas and advise on hygiene practices during high‑density periods.

14. Perform other duties as may be assigned.

Required Qualifications and Experience

Education:

  • Completed university degree in nursing.
  • Valid nursing license in Lebanon.

Experience:

  • Minimum two years of relevant work experience.
  • Demonstrated understanding of the humanitarian system through work experience and/or studies.
  • Ability to work effectively in a multicultural setting and with vulnerable populations.
  • Experience in conducting health screenings and providing health education is preferred.
  • Experience in emergency care and wound management.
  • Knowledge of common communicable diseases and their management.
  • Good knowledge of the assigned area of responsibility.

Skills:

  • Good communication, interpersonal and organizational skills.
  • Ability to work effectively in a team and independently.
  • Strong clinical skills and knowledge of common health conditions.
  • Ability to draft clearly and concisely.
  • Proficiency in Office applications including Word and Excel.
  • Ability to work in a fast-paced and challenging environment.

Languages:

  • For this position, fluency in English and Arabic are required (oral and written).

Working knowledge of French is an advantage.

IOM’s official languages are English, French and Spanish.
