Organizational Context and Scope:
Al Masnaa is the main land crossing designated International Health Regulations (IHR) point of entry (PoE) between Lebanon and Syria. In addition, the El Qaa crossing point, located in the northern Bekaa region linking Lebanon to Homs Governorate in Syria, serves as an additional official border crossing used by populations moving between the two countries and may experience increased movements during periods of return or displacement. In line with the IHR and in the context of the evolving return movement of Syrian refugees, IOM is working to ensure border health preparedness and early detection of public health threats.
The UN migration agency (IOM) is an intergovernmental organization established in 1951. As an integral part of its multi-sectorial response to the Syrian crisis, IOM works through existing health care facilities to improve health care access for vulnerable population and provides support to national health care systems.
The incumbent will work under the direct supervision of the National Program Officer and in coordination with MoPH.
Responsibilities and Accountabilities:
The incumbent will be responsible for the below tasks:
1. Provide clinical assessment and medical care for individuals presenting at the border health point with acute illnesses, injuries or other health conditions.
2. Supervise medical triage and provide clinical evaluation of individuals referred by border authorities or health assistants.
3. Provide first aid, stabilization, and initial medical management for individuals requiring urgent care prior to referral.
4. Manage minor injuries and illnesses, including wound care, exhaustion, respiratory symptoms, and other common conditions encountered during travel.
5. Identify individuals requiring urgent referrals to nearby hospitals or healthcare facilities and coordinate referrals in accordance with established SOPs.
6. Identify and report suspected cases of notifiable communicable diseases in accordance with national surveillance protocols and coordinate notification with the Ministry of Public Health.
7. Provide technical supervision and guidance to health assistants, ensuring appropriate implementation of clinical and public health procedures.
8. Ensure compliance with infection prevention and control (IPC) measures and proper use of personal protective equipment (PPE).
9. Support border health surveillance activities, including detection of unusual health events or clusters of illness.
10. Maintain accurate clinical records, case documentation, and referral reports, and contribute to regular reporting to IOM.
11. Support public health preparedness and response activities during outbreaks or health emergencies.
12. Participate in training, simulation exercises, and capacity-building activities related to border health and emergency response.
13. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education:
- Completed University Degree in Medicine (MD) from an accredited institution.
- Valid medical license to practice in Lebanon.
Experience:
- Minimum three years of relevant clinical experience.
- Experience in emergency care, primary healthcare, or humanitarian health settings is an asset.
- Experience working with vulnerable populations and multicultural environments.
- Knowledge of communicable diseases surveillance and management.
- Experience in triage, emergency response, and patient stabilization.
Skills:
- Strong clinical and diagnostic skills.
- Good communication, interpersonal and organizational skills.
- Ability to work effectively in a team and independently.
- Strong knowledge of common health conditions.
- Ability to draft clearly and concisely.
- Proficiency in Office applications including Word and Excel.
- Ability to work in a fast-paced and challenging environment.
Languages:
- For this position, fluency in English and Arabic are required (oral and written).
Working knowledge of French is an advantage.
IOM’s official languages are English, French and Spanish.
