MAIN RESPONSIBILITIES
The Emergency Coordinator is responsible for the development and operationalization of the emergency programs, under the lead of the General Coordinator and in close collaboration with the Field Coordinator(s), the Program Manager(s), Medical Coordinator and all other technical and support departments (MHPSS, MEAL, Logistics, HR, Finance, Security).
S/he plays a significant coordination and decision-making role, ensures the relevance, cross-cutting quality and coherence of the programs; and contribute to ensuring that implementation teams adhere to the project cycle and monitoring process.
S/he oversees internal and external coordination directly linked to the emergency response; and contributes to MdM’s institutional knowledge building.
S/he can be temporarily appointed as acting General Coordinator where relevant.

ESSENTIAL DUTIES
Emergency response leadership and strategic planning
- Contributes to the development of an emergency strategy, as well as its annual revision, ensuring alignment with MdM’s strategy and identified humanitarian challenges.
- Leads —under the supervision of the General Coordinator — the design of country emergency programs and a sound logic of intervention, aligned with MdM’s mandate and country strategy.
- Provides strong humanitarian leadership and advises the General Coordinator and the coordination team on programmatic orientations, modalities of intervention, cross‑cutting themes and new activities.
- Leads the definition of the logistical, financial, and human resources requirements for emergency programs together with the bases and relevant departments.
- Ensure close monitoring of the humanitarian situation and timely provide updates of the humanitarian situation in the areas of intervention and alert if necessary to adjust the operational approach through programmatic analysis.
- Oversees programs planning in close collaboration with bases and relevant departments (support, MEAL, Grants, Safety-Security-Access)
- Be proactive in producing key documents, and in close collaboration with HQ where needed.
Development and Reporting
- Oversees the identification of programmatic and technical funding needs and regularly provides concept notes and funding requirements.
- Leads key project cycle moments such as go/no go meetings, kick off meetings and the likes.
- Supervises the development of technical programmatic components and the logistical, HR, and financial planning related to programming for project proposals, reports, and amendment requests.
- Lead the identification of partners (when needed) and development of healthy and complementary partnership in adequation with MdM values & principles
- Develop key monitoring and programmatic tools to provide mission programmatic overview, in close collaboration with the technical departments and Program Manager’s).
- Leads and actively contributes to the writing of weekly updates, MdM monthly reports, and external reports to donors-clusters-partners – in close collaboration with the relevant departments.
- Contributes, together with the General Coordinator, to the development of the donor portfolio, fundraising strategy and external representation.
Programs management and quality
- Ensure quality program implementation, in line with MdM mandate and guiding principles & timely inform the General Coordinator of any specific difficulties and share propositions
- Ensure the different components of the programs (activities, modalities, indicators, etc.) are consistent, relevant, technically sound, perfectly integrated and in adequation with population needs
- Oversee compliance with the project cycle and implementation timelines for all projects.
- Strongly coordinates with the Technical/Support departments and guide them in their support to field teams.
- Design, define and disseminate flexible and adaptive working modalities based on context evolution, lead the development of needed SoPs with Technical Coordinators.
- Take an active part in institutionalizing and disseminating knowledge.
- Ensure key project cycle moments are conducted (quarterly reviews, close outs, lessons learnt and best practices, partners review and evaluations, etc.).
- Determine the evaluation schedule and methodologies for Programs, in close collaboration with the MEAL department:
- Contribute to the organization / realization of internal/external evaluations and audits when requested
- Be accountable for ensuring lessons learnt, best practices, recommendations and corrective measures are duly taken into consideration in current and future programming.
- Closely collaborate with the MEAL Coordinator in developing and applying a robust complaint & response mechanism (FCRM) and MEAL system as a whole.
- Works with the Program Manager, Field Co and the support departments on monitoring expenditure, budget compliance, procurement schedule and timely recruitment; reports any concerns to the General Coordinator and develop plans to mitigate any under or over expenditure
- Conducts regular field visits
Technical compliance and accountability
- Deploys internal and external programmatic and technical frameworks and procedures across the entirety of the emergency response, in close collaboration with the relevant departments.
- Ensures the regular update and proper use of project resources and tools, as well as the application of internal accountability processes.
- Contributes to the identification and monitoring of compliance gaps and risks.
- Proposes and supports the implementation of corrective measures by the bases and coordination.
Coordination and representation
- Organizes, as regularly as necessary, meetings and updates sharing with all relevant departments at mission and HQ level.
- Actively participate in MdM coordination meetings and other ad hoc meetings decided by the General Coordinator.
- Contribute to balancing technical, programmatic and operational considerations, in close collaboration with all relevant departments at base and coordination levels.
- Ensure regular communications are maintained between all departments and that all are engaged in successful, timely implementation of programs and act as a mediator when necessary.
- Ensure that MdM Technical Coordinators and program team participate in the relevant coordination meetings
- In close collaboration with the General Coordinator, continuously reinforce networking and actively participate to the relevant meetings/fora/platforms with authorities, partners, etc.
- Support the General Coordinator in case of donor field visits or meetings.
Institutional knowledge and capacity building
- Ensures appropriate and timely institutional knowledge is built, accessible, disseminated and archived pertaining to the emergency programming (concept notes, lessons learned, emergency response tools and procedures, etc.)
- Sensitize continuously relevant departments on emergency programming and its specificities.
- Oversees the centralization and accessibility of country‑specific procedures, guidelines, and tools.
- Supervises—closely collaborating with HQ teams—the improvement of existing tools.
- Sets up the adequate means to ensure continuity and no loss of information at mission and HQ levels.

Education & Experience:
- Master’s degree in international Relation or Public Health or Social Science or any other relevant field
- Program coordination profile, with an experience in coordination of health projects
- At least 5 years’ experience in the humanitarian sector, including in complex contexts
- At least 2 years of experience with a similar position
- Experience in leading emergency programming
- Experience with an international NGO
- Experience/knowledge of the region is an asset

Employment conditions

- 1-month contract with potential extension based on context development
