CANCELED - Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

1.  Planning and Coordination

  • Attend joint CISP–Ana Aqra coordination meetings and take minutes to be shared with the Project Manager (PM) and relevant stakeholders.
  • At project inception, participate in the joint validation and updating of the M&E framework, indicator baselines and targets with CISP field staff and Ana Aqra.
  • Orient all CISP and Ana Aqra staff on data collection tools, monitoring forms, PDM protocol, and AAP feedback mechanisms at project start.
  • Maintain and update the joint CISP–Ana Aqra consolidated indicator tracking table on a monthly basis, integrating data from both organisations.
  • Support the Project Manager in preparing the interim report, and the final report to AICS.

2.  Data Collection and Quality Assurance

  • Design and maintain all CISP monitoring tools (site supervision checklists, works completion forms, beneficiary satisfaction surveys, PDM questionnaires) in both English and Arabic.
  • Conduct Post-Distribution Monitoring (PDM): within 48 hours of the completion of each distribution, randomly select 20% of consenting recipients from each shelter and administer a 5–8-minute phone survey covering distribution process, kit quality and relevance, and AAP channel awareness.
  • Compile monthly PDM summary reports disaggregated by shelter, distribution type, sex, age and vulnerability status.
  • Support CISP Field Officers in conducting end-of-project beneficiary satisfaction surveys for Result 1 (WASH).
  • Review completeness and quality of all monitoring data on an ongoing basis; provide feedback to field teams and Ana Aqra to correct errors or gaps promptly.
  • Ensure all beneficiary data collected is disaggregated by sex, age, nationality and vulnerability status in compliance with M&E framework requirements.
  • Code and manage data collection tools on KoBoToolbox or equivalent digital platform; manage data exports, cleaning, and analysis.
  • Verify Ana Aqra's monthly data (session attendance registers, protection case tracking forms) for completeness and internal consistency.

3.  Accountability to Affected Populations (AAP)

  • Coordinate with CISP Field Officers and Ana Aqra Outreach Workers on the operation of Beneficiary Feedback Mechanisms (BFMs) in all 10 target shelters (suggestion boxes and WhatsApp channels).
  • Compile a monthly AAP summary documenting all feedback received across channels (suggestion boxes, WhatsApp BFM, PDM calls, FGDs), actions taken, and unresolved issues.
  • Flag any protection-related feedback or PSEA concerns received through AAP channels immediately to the PM and Ana Aqra Social Worker.
  • Ensure PDM calls include a standard cross-question on beneficiary awareness of feedback/complaint mechanisms.

4.  Reporting and Learning

  • Prepare the M&E data sections of all AICS reports (interim, and final).
  • Ensure timely and accurate data entry on the Activity Info platform for all project activities (CISP and Ana Aqra combined).
  • Prepare a lesson learned note at project closure documenting key M&E findings, challenges, and recommendations for future emergency responses.
  • Support in the development and delivery of presentations of monitoring findings to AICS and other stakeholders as requested by the PM.

5.  Ethics and Professional Practice

  • Ensure that all data collection and monitoring activities are conducted in line with relevant ethical standards, data protection principles, and CISP's institutional policies.
  • Safeguard the confidentiality of all beneficiary data and protection case records; ensure data is stored securely in line with CISP's data protection protocols.
  • Comply with child protection and PSEA policies at all times; report any incident or violation immediately.
  • Respect and promote CISP's policies and report any non-compliance amongst team members or partner staff.
  • Always act in line with relevant standards, codes of conduct, and humanitarian principles to prevent abuse, exploitation, fraud, and corruption.

Duty Station: Beirut, with regular field visits to project areas
