Technical Consultant – Development of the National Framework for Municipal Climate Action

The technical consultant will support the development of a National Framework for Municipal Climate Action through a structured, participatory, and technically rigorous consultation process. The work is organized into three phases, each building on the previous to ensure the framework is evidence-based, inclusive, and actionable for municipalities and other key actors.

Phase 1: Consultation Process Development and Key Elements Identification

In this phase, the technical consultant will co-design the drafting process with IndyACT, organize an inception workshop, and conduct initial consultations with municipalities and other stakeholders to determine key elements to be included in the Framework.

Tasks include:

  • Co-design the overall drafting process and consultation plan with IndyACT.
  • Coordinate initial consultations through five one-on-one meetings/calls with drafting group members, the Ministry of Environment, and IndyACT experts.
  • Support IndyACT in organizing an inception workshop, including preparation of agendas, materials, invitation, and documentation.
  • Assess municipal capacity in climate planning, data collection, reporting, and sector-specific technical skills through structured interviews with at least five municipalities of diverse size and resources.
  • Map gaps in municipal tools and processes feeding into national reporting (e.g., NDC-related).

 

Phase 2: Framework Drafting and Revision

Following the first phase, the technical consultant will produce an initial draft, which will be revised through the developed consultation process. The aim is to refine the framework to ensure technical coherence, alignment with national climate priorities, and usability for municipalities in the Lebanese context. The consultant will also ensure that the framework is structured for integration into the Lebanon Climate Act (LCA) platform that will be housing it once officially launched.

The technical consultant will ensure that the Framework reflects the realities, needs, and perspectives of municipalities and other key actors.

Tasks include:

  • Coordinate meetings, consultations, and review cycles, ensuring inclusivity and accessibility.
  • Support IndyACT in preparing agendas, materials, and documentation.
  • Organize at least one consultation meeting with relevant stakeholders (with at least 25 individuals).
  • Facilitate Drafting Group sessions.
  • Conduct targeted interviews, surveys or focus groups with local authorities, municipal staff, civil society, and marginalized groups, collecting input from at least 25 individuals).
  • Synthesize insights and recommendations from consultations.
  • Produce various drafts of the Framework as required.
  • Develop guidance for municipal climate planning, including mitigation, adaptation, and resilience, ensuring alignment with national climate policies.
  • Integrate cross-cutting elements such as gender, youth, inclusion, and community engagement.
  • Identify proposed support, incentives, and enabling mechanisms for municipalities.
  • Structure the Framework content for effective hosting and accessibility on the LCA platform.

 

Phase 3: Validation & Finalization

In this phase, the technical consultant will finalize the Framework based on inputs and feedback collected from the workshops, stakeholders, and partner consultations, and sign-off from the drafting group. The expert will present the Framework at the national launch conference (event with the Ministry of Environment) to ensure clarity, coherence, and practical applicability.

Tasks include:

  • Achieve consensus among the drafting group on the final draft of Framework based on consolidated feedback.
  • Prepare presentations and briefing notes for technical workshops.
  • Present the framework at the national conference.
  • Support IndyACT in the organization of the national conference.

Deliverables

The consultancy is expected to produce the following key deliverables, each linked to a specific phase of work and defined by measurable outputs. The deliverables should be submitted in both editable and PDF formats, and must include supporting annexes such as collected data, survey results, consultation inputs, and workshop reports where relevant.

 

Consultant Profile

Only applications from individual consultants will be accepted; institutions/companies are not eligible for this assignment.  The applying consultant must demonstrate strong technical expertise, policy understanding, and participatory engagement experience to lead the development of a National Framework for Municipal Climate Action through an inclusive, structured, and contextually grounded process that reflects the needs of municipalities and local communities, including marginalized groups such as women and youth.

Minimum Qualifications:

The consultant should meet the following criteria:

  • Advanced degree in environmental science, climate policy, urban planning, public policy, or a related field.
  • At least 10 years of professional experience, including a minimum of five relevant projects/initiatives in developing national or sub-national climate policies and practical climate instruments, municipal resilience, or related fields.
  • Strong analytical, writing, and stakeholder engagement skills, with experience facilitating multi-stakeholder consultations and participatory processes.
  • Ability to translate technical content into practical, accessible guidance for municipalities with varying institutional capacities.
  • Proven ability to facilitate multi-stakeholder consultations, lead participatory processes, and engage effectively with governmental and non-governmental stakeholders.
  • Strong understanding of Lebanon’s local governance system and climate policy context, including the historical and recent developments of climate-related laws and institutional arrangements.
  • Demonstrated familiarity with national and international climate action frameworks, climate governance models, and national–local coordination mechanisms.
  • Demonstrated experience working with municipalities in both urban and rural areas, including smaller or underserved localities and marginalized communities.
  • Strong ability to anticipate emerging trends, propose forward-looking recommendations, and contribute to strategic visioning for municipal climate action and local resilience.
Budget and Payment Terms

Payment Schedule (Milestone-Based):

20% after the approval of the Inception Report

50% after the approval of Phase 2 deliverables

30% after the approval of the Final Reporting

All payments will be processed within 15 business days after approval of each milestone deliverable.

 

Remuneration range: USD 5,000–20,000
