Shelter Field Officer

1) GENERAL OBJECTIVE

The Shelter Field Officer, as part of the Shelter Team, works in Shelter activities, including, but not limited to, construction and rehabilitation of shelters, upgrading of sanitation facilities, and distribution of relief items and winterization kits at field level, in the framework of PU-AMI’s Program in Lebanon. S/he contributes to and is part of conducting surveys and collecting needed information from the field following the Shelter Program Manager and/or Shelter Team Leader’s guidelines. The Shelter Field Officer spends most of his/her time in the field and is in daily and direct contact with beneficiaries. S/he works in close collaboration with team members of the Shelter and other departments, under the supervision  of the line manager.

1- ACTIVITIES IMPLEMENTATION

- Ensure the distribution of shelter relief items to beneficiaries in coordination with Logistic team and/or other partners;

- Supervise and carry out the implementation of shelter support activities, including but not limited to rehabilitation and construction of (individual and collective) shelters, Cash for rent, distribution of shelter and hygiene kits, fire activities, rehabilitation and upgrading of sanitary facilities.

- Conduct needs assessment at field level, following the recommendations of the line manager;

- Prepare a complete Bill of Quantities (BOQ) for the unit technically evaluated on the field; the preparation of the BOQ will include: definition of items, describing the specifications, the quantity and the quality of materials required Measure and validate the works implemented by the beneficiaries or contractor;

- Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship.

- Supervise the work done by the contractor for the minor repair rehabilitation, and internal/external common areas rehabilitation.

- Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes.

- Guarantee the respect of Minimum International Standard as communicated by the Project Manager and PU-AMI guidelines;

- Ensure respect of security rules and report immediately to the Project Manager/Team leader and Security focal point at the base any accident that may happen;

- Ensure the identification and referrals of needs following PU-AMI’s guidelines and in collaboration with the Project Manager and Referral Officer;

- Provide technical advice to beneficiaries and guide beneficiaries during the rehabilitation works;

- Ensure compliance with PUI-AMI’s strategies and methodologies at field level, follow up and adhere to available SoPs and Guidelines;

- Collect MOU/handover signatures from beneficiaries and owners, and clearly explain the roles and responsibilities for each party;

- Negotiate with owners to agree to freeze, lower rental rates, or provide a rent-free for a long period of time as a result of PU-AMI’s rehabilitation;

- Participate in the RNA (Rapid Needs Assessment) when requested by line manager;

- Participate actively and constructively in team workshops and lessons learnt seminars.

- Any other task of similar level assigned by the PM or the Line Manager

2- COMMUNICATION & FOLLOW-UP

- Serve as a point of contact for beneficiaries in the field, addressing inquiries and ensuring transparency in communication.

- Manage case referrals according to PU-AMI’s internal guidelines.

- Clearly communicate PU-AMI’s policies and maintain transparent relationships with community members.

- Report complaints from beneficiaries and follow up as needed.

- Conduct daily field visits to monitor ongoing activities and ensure alignment with project goals.

3- REPORTING

- Report any serious delay, problem or other relevant information to the Shelter Team Leader;

- Provide regular updates on activity progress, both daily and weekly.

- Be the focal point for technical related database management of the assigned area not limited to shelter rehabilitation, cash for rent and others.

- Collect, document, archive and report data on all activities using prescribed templates and processes.

- Contribute and participate in team meetings and contribute to assessments of challenges and achievements.

- The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs. Employee is also required to fulfil other job-related tasks delegated to him/her by their line management.

PRIORITIES OF THE DEPARTMENT

- Assess and report shelter needs in the areas of operation;

- Develop shelter assistance for People with Disability through the provision of new items;

- Update on yearly basis, or when necessary, unit prices through market study;

- Develop shelter needs assessment in current or new area of operation;

- Look for new initiatives that will enhance the implementation.

QUALIFICATIONS 

MANDATORY REQUIREMENTS

- Language skills: Fluent in Arabic and English (speaking and writing);

-Education degree: Bachelor of Civil Engineering/Architecture or relevant engineering degree;;

- Work experience: Experience in NGOs/private sector for 3 to 5 years; or minimum 5 years of experience if no degree in Engineering;

 

Knowledge and skills:

- Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities;

- Experience in monitoring construction, rehabilitation and managing contractors is highly desirable

- Experience in community-based approaches to construction and rehabilitation

- Excellent geographical knowledge of the area of responsibility;

- Strong ability to prioritize, follow up and complete tasks;

- Strong communication and negotiation skills;

- Willingness and ability to travel within the area of responsibility.

- Experience in conducting surveys, managing data and statistics is a must

Computer skills: Very Good knowledge of MS Office (Word, Excel, PowerPoint) software, CAD;

Other: Valid driving license (minimum 1 year)

- Intermediate knowledge of Labor Law and NSSF/Income tax.

- Regular travel to other PUI offices in Lebanon and occasional field visits.

PUI-AMI Employment Conditions and Benefits: 

Status: A Fixed-Term Contract  

40-hour work week from Monday to Friday. 

Monthly Gross Income:   1676 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automaticaly registers employees to NSSF  

Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.   

Insurance Medical Insurance class B for employee and spouse with a possibility to upgrade to class A based on employees contributions.
