Community Based Protection Officer

1- GENERAL OBJECTIVE

Under the direct supervision of the Protection Team Leader, the Social Worker (SW) is responsible for implementing and supervising community-based activities, including life skills sessions, psychosocial support activities, engagement with key community members, awareness sessions, and social counselling, while also conducting assessments and overseeing outreach volunteers within the area of intervention. This role contributes to ensuring effective community engagement, identification of protection concerns, and timely referral of vulnerable cases to appropriate services.

Tasks and responsibilities
1. Community-Based Activities Implementation: Implements and supervises community-based activities, including life skills sessions, psychosocial support activities, awareness sessions, and engagement with key community members, ensuring effective participation and quality delivery within the area of intervention.
2. Assessment, Social Counselling, and Referral: Conducts assessments and social counselling to identify vulnerabilities and protection concerns, and ensures timely referral of individuals requiring additional support to appropriate services.
3. Outreach Volunteers Supervision and Community Engagement: Supervises outreach volunteers, supports their daily activities, and strengthens community engagement to facilitate identification of needs and access to protection services.
4. Coordination, Monitoring, and Reporting: Supports activity follow-up, contributes to coordination with relevant actors, reports on activities and shares information on activities, challenges, and emerging protection concerns within the intervention area.

Specific objectives and linked activities:

1. IMPLEMENT COMMUNITY-BASED PROTECTION AND AWARENESS ACTIVITIES
 Identifies active community groups, key community members, volunteers, and role models within the area of intervention.
 Conducts training for key community members on protection core concepts, safe identification and referral, disability inclusion, and GBV core concepts.
 Plans and organizes assessments of needs, including focus group discussions, participatory assessments, interviews, outreach activities, safety audits, and accessibility assessments.
 Supports community-based events and awareness activities in coordination with community volunteers, other teams, and partners.
 Implements life skills, psychosocial support, and awareness sessions for targeted populations.
 Contributes to the development of communication materials and provides information on available services for persons of concern.

2. SUPPORT OUTREACH, SOCIAL COUNSELLING, AND REFERRAL
 Conducts social counselling and identifies protection concerns among people attending community-based activities.
 Refers vulnerable individuals to Case Workers when additional support is required.
 Collects referrals from outreach volunteers and regularly shares them with relevant protection staff.
 Conduct regular field visits to support outreach volunteers and ensure quality implementation.
 Prepares monthly work plans and follows up on outreach volunteers’ daily activities.

3. CONTRIBUTE TO EMERGENCY RESPONSE AND COORDINATION
 Participates in emergency sensitization activities at community level in coordination with community volunteers and other teams.
 Supports coordination meetings with municipalities and relevant actors to present protection interventions and facilitate collaboration.
 Contributes to protection mainstreaming in activities implemented by other teams through provision of protection-related inputs.
 Coordinates regularly with referral actors and contributes to updating service mapping in the area of intervention.
 Participates in trainings, meetings, and case discussions in coordination with the Protection Team Leader and technical staff.
 Supports safety audits and accessibility assessments in coordination with relevant protection colleagues.
 Regularly coordinate with the Referral Officers, and actively contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area of implementation;

4. SUPPORT MONITORING, ADMINISTRATION, AND REPORTING
 Provides weekly, monthly and quarterly activity reports for monitoring and reporting purposes.
 Conducts analysis of pre- and post-tests for implemented activities.
 Ensures proper documentation and filing of collected data in hard and soft copies.
 Shares field-level challenges, progress, and emerging protection concerns with the line manager.
 Supports administrative follow-up related to outreach volunteers, including attendance sheets and payment documentation.
 Requests materials and logistical needs required for activity implementation.

Required knowledge and skills:

Bachelor’s degree / License in Social Sciences or equivalent diploma
Training on Protection principles and minimum standards
Training on PSEA and safe referral principles

Minimum 2 years of relevant professional experience
Experience in community-based activities implementation
Experience in social work, outreach, or protection-related activities

Good knowledge of Protection minimum standards, Protection principles, and PSEA
Good knowledge and experience in community-based protection activities
Strong facilitation and communication skills

Fluent Arabic
Good command of English (speaking, reading, and writing)

Good command of Microsoft Word
Good command of Microsoft Excel
Basic computer literacy
Knowledge of data collection tools or reporting software

Desirable:

Additional training in community-based protection activities
Training in psychosocial support or facilitation skills
Training related to disability inclusion or GBV

Experience with NGOs or humanitarian organizations
Experience in emergency response contexts
Experience working with vulnerable populations

Capacity to build meaningful relationships within communities
Good analytical and organizational skills
Contextual awareness and teamwork skills

PUI-AMI Employment Conditions and Benefits: 

Status: A Fixed-Term Contract  

40-hour work week from Monday to Friday. 

Monthly Gross Income:   1676 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automaticaly registers employees to NSSF  

Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.   

Insurance Medical Insurance class B for employee and spouse with a possibility to upgrade to class A based on employees contributions.
