MEAL Officer

CESVI is an Italian NGO founded in 1985 and headquartered in Bergamo, Italy. Committed to humanitarian aid, social justice, and sustainable development, CESVI operates in over 20 countries worldwide. 

CESVI INGO is present in Lebanon since 2001 and is responding to the emergency and economic crises including life-saving emergency assistance, Education in Emergencies (EiE) activities and initiatives promoting sustainable economic opportunities in favour of Lebanese and non-Lebanese families in BML, South and Beqaa governorates.   

CESVI is currently responding to the emergency and implementing a private fund project aiming at ensuring basic needs for affected persons in the ongoing conflict in areas of displacement.  

CESVI has also limited activities under ongoing interventions due to the situation and will resume full operations as soon the conditions allow: 

  • An intervention funded by the Italian Agency for Development and Cooperation (AICS) aiming at ensuring the right to education and protection of children with and without disabilities and their families in Saida and Baalbek, by improving equal access to and participation in educational, protection and health pathways 
  • A PROMOSSO funded program that aims at reducing the negative impact on health and environment produced by pollution and contamination of air, soil, and water in Lebanon by developing models of environmental and social responsibility for MSMEs in Nabatye, Hasbaya, Saida and Tyre 
  • An AICS funded program that aims at promoting local development in the Union of Municipalities of Iqlim El Kharroub El Chamali, supporting MSMEs, cooperatives, and job seekers, through skills development, market access, financing via Social Impact Crediting schemes, enhancing municipal capacity and fostering public-private collaboration. 

CESVI began working in Syria in 2023, responding immediately to the devastating earthquakes with emergency assistance. Since then, CESVI has implemented several projects in Northwest Syria, strengthening the local education system through school rehabilitation, continuous PSS support, and incentives for teachers and staff. Following the change of government, CESVI expanded its operations beyond Northwest Syria and initiated activities in the south (Dara’a Governorate), supported by an upcoming AICS-funded project, with plans to extend interventions to Rural Damascus. Looking ahead, CESVI aims to strengthen protection systems (with a focus on child protection and MHPSS), rehabilitate essential community infrastructure, support emergency livelihoods and climate-sensitive early recovery efforts, and expand partnerships with Syrian civil society to promote localization. 

CESVI is seeking to recruit a full-time MEAL Officer to support the MEAL Coordinator with the implementation of the MEAL plans, monitoring project activities, data management, analysis and drafting reports. S/He will support the development and/or strengthening of systems, practices and tools that contribute to sound project result-oriented management and the fulfilment of accountability standards.

Main responsibilities: The MEAL Officer will be responsible for:  

  • Supporting the effective implementation of MEAL plan and data management  
  • Supporting in analysis and reporting on data collected  
  • Ensuring accountability towards stakeholders  
  • Supporting in field monitoring activities, outreach and communication 

 

Main tasks:  

  • Support the MEAL coordinator in the implementation of project’s MEAL plan including measurement methodologies and tools (FGDs, interviews, sampling, …);  
  • With the support of the Data analyst, support in developing and testing MEAL tools and databases (Excel trackers, Kobo forms, FGDs guidelines, report templates, …), in uploading forms on online platforms (kobo/ODK, ...) and sharing them with staff;  
  • Support in introducing MEAL tools to project staff, volunteers and data collectors, providing guidance on requirements and technically supporting them when required;  
  • Support in updating the Indicator Tracking Table on a timely basis;  
  • Propose adjustments or new activities to improve the quality of operations or approaches used by the teams, in consultation with the MEAL Coordinator;  
  • Ensure that data is received on a timely basis from partners and staff and detect all anomalies and report them to the MEAL Coordinator, store it correctly and ensure it is updated accurately and timely;  
  • Support in the outreach and selection of samples to be interviewed and in conducting quantitative and qualitative data collection when needed (FGDs, KIIs, …) in the field or remotely;  
  • Support in the collection of positive impact stories and photos from projects and prepare them to be used for shared learning;  
  • Liaise with stakeholders for the purpose of conducting the MEAL activities;  
  • Conduct field monitoring visits in the targeted areas in Lebanon, according to security assessments and protocols, to monitor the implementation of the activities and ensure cohesion of data collected on field, and provide feedback and written briefs to MEAL Coordinator (No field visits in Syria are requested);
  • Support in providing quantitative and qualitative updates, in the preparation, revision and analysis of data, in creating visual representations and in drafting M&E reports related to field activities, donor reports and other ad hoc reports; 
  • Support in updating internal and external monitoring tools (ex. Project Management Framework, Activity Info, Referral Information Management System, …);  
  • Support the MEAL coordinator in the set-up of project CFM;  
  • Ensure the proper functioning of the monitoring and follow-up on beneficiaries’ feedback and complaints;  
  • Support in CFM database filling;  
  • Support in conducting periodic analysis of the CFM system in place;  
  • Introduce/train project staff and/or project partners on the project CFM;  
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors.

QUALIFICATIONS: 

  • Previous experience in designing and utilizing data collection tools (e.g. Kobo, ODK); 
  • Strong analytical skills, abilities to collect, organize, analyze and share significative quantity of data/information with accuracy and preciseness, and report-writing ability; 
  • Good capacities in data visualization; 
  • Knowledge of PCM, monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation; 
  • Knowledge of statistics and experience in the use of statistics packages, and in calculations for the analysis of extensive sets of data; 
  • Knowledge of Sphere Standards and Core Humanitarian Standards;  

PROFESSIONAL EXPERIENCE 

At least two years’ experience in a MEAL role, preferably within INGOs;

SKILLS: 

  • Good communication skills; 
  • Excellent command of Arabic and English, spoken and written;

  • Computer literate (excellent knowledge of Microsoft Office including Excel and Word).
  • Desirable requirements:
  • Prior experience in Emergency, Education, Protection or Livelihood sectors; 
  • University degree or Certification in M&E, Statistics or related fields.
