The Tenderer shall complete and submit the following documents with his/her tender:

• Instructions to Tenderers including Terms of Reference, signed and stamped by the candidate
• Annex 1: Accounting Firm Services Technical Form, signed and stamped by the candidate
• Annex 2: Tender Submission Form (to be completed by the Tenderer)
• Annex 3: General Terms and Conditions for Service Contracts, signed and stamped by the candidate
• Annex 4: Code of Conduct for Contractors, signed and stamped by the candidate
• Annex 5: Vendor Bank Verification Template, signed and stamped by the candidate
• Letter from the bank for confirmation of the bank account of the company. It should be issued in 2026
• Valid 2025 Company Business Registration for companies
• Valid VAT/MoF registration document for companies for the year 2025.
• Company owner or Company director and Authorized signatories ID/ Passport – official letter from the company stating name and ID of the owner(s), and name and ID of the company director(s), and name and ID of the authorized signatories. In case of Authorized signatories, kindly provide a copy of the power of attorney assigned.
• Dedicated Focal Point CV for the person that will handle NCA account
• Commitment letter to provide timely and immediate support while handling NCA account mainly contracts stamping at the ministry of finance
• Proof of previous experience with INGOs in Lebanon

and other relevant information that should be made known to the Contracting Authority.

All tenders must be submitted in one sealed, stamped and signed envelope including Three envelopes: Envelope 1. legal, Envelope 2. technical, and Envelope 3. Financial, and as follows: 

1. Legal Envelope:

• Instructions to Tenderers including Terms of Reference, signed and stamped by the candidate
• Annex 3: General Terms and Conditions for Service Contracts, signed and stamped by the candidate
• Annex 4: Code of Conduct for Contractors, signed and stamped by the candidate
• Annex 5: Vendor Bank Verification Template, signed and stamped by the candidate
• Letter from the bank for confirmation of the bank account of the company. It should be issued in 2026
• Valid 2025 Company Business Registration for companies
• Valid VAT/MoF registration document for companies for the year 2025.
• Company owner or Company director and Authorized signatories ID/ Passport – official letter from the company stating name and ID of the owner(s), and name and ID of the company director(s), and name and ID of the authorized signatories. 2. Technical Envelope:

• Annex 1: Accounting Firm Services Technical Form, signed and stamped by the candidate
• Dedicated Focal Point CV for the person that will handle NCA account
• Commitment letter to provide timely and immediate support while handling NCA account mainly contracts stamping at the ministry of finance
• Proof of previous experience with INGOs in Lebanon

3. Financial Envelope:

• Annex 2: Financial Proposal Submission Form duly completed, signed, and stamped by the applicant

No tender may be changed or withdrawn after the deadline has passed.
