Project Engineer Assistant

Overall Responsibility

 

The Project Engineer Assistant is responsible for the technical supervision and monitoring of WaSH and Shelter rehabilitation activities within collective shelters housing Internally Displaced Persons (IDPs). Within the framework of the emergency response project, they will ensure that all infrastructure interventions are implemented according to technical specifications, humanitarian standards, and safety protocols across Lebanon.

 

Main Duties and Responsibilities

 

  1. Implement the projects activities as per the developed plans and as tasked by the line manager and IRL management.
  2. Conduct technical assessments and prepare bill of quantities (BOQ) for the shelter/unit.
  3. Field supervision and monitoring of the construction/rehabilitation, and any other related WaSH and/or Shelter tasks.
  4. Daily visits to the construction sites assessing the quality and quantity of the work done by the contractor (very good knowledge of materials, specification and prices).
  5. Dealing with contractors/ workers/ sub- contractors/ owner/ other stakeholders.
  6. Obtaining necessary permissions from landlords, municipalities, government offices and any related tasks to ensure formal implementation of the projects.
  7. Coordination with the WASH and shelter sectors and ensure regular reporting on relevant platforms.
  8. Reporting the activity progress to management, including regular reports (daily, weekly, monthly, etc.).
  9. Review and analyze designs and material submittals.
  10. Draw up shop drawings and as built drawing, using computer aided design (CAD) packages.
  11. Ensure and promote efficient and cost-effective use of IR’s assets and resources in order to maximize funding to beneficiaries.
  12. Coordinate with IRL relevant units such as procurement and logistics, finance, HR, Media to ensure smooth implementation of the project.
  13. Coordinate with IRL staff and key stakeholders regarding services in all aspects.
  14. Ensure that standards (e.g safety, security, environmental, quantity, quality) are followed during service provision.
  15. Gather and share appropriate information that would enhance the project implementation.
  16. Perform any other task as assigned by the management

 

 

 

Ability To

 

  • Work independently with minimal supervision.
  • Read, comprehend and interpret written materials of moderate to complex difficulty.
  • Establish and maintain effective working relationships with those contacted in the course of assignment.
  • Word-processing, spreadsheet and other software related to job functions.
  • Communicate clearly and concisely, both orally and in writing.

 

Language

                                                                       

Fluency in English & Arabic (written and spoken).

 

Experience / Education/Skills- Essential

              

  1. A bachelor degree from an accredited University with major course Civil Engineering or Related Field.
  2. Minimum 3 - 5 years of relative experience, preferred with international NGOs.
  3. Strong communication, interpersonal & technical skills.
  4. To be ready to work overtime and readiness to travel all over Lebanon.
  5. Proven ability to work independently and as a team member.
  6. Ability to take initiatives if required.
  7. Ability to multi-task effectively as well as display professionalism and confidence.

 

 

IT skills

 

  • V. Good computer skills.
  • Proficiency in MS office and the ability to use software necessary for project management and reporting.
