Water Trucking Supplier in the South and Mount Lebanon

  1. BACKGROUND AND CONTEXT

Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

Oxfam is seeking suppliers to provide chlorinated drinking water to families living in villages and cities located in Chouf , Aley, Saida, Jezzine, and sour district as mentioned in the table below. Under this RFQ, Oxfam will establish a Framework Agreement with the selected bidder(s), and reserves the right to award contracts to multiple suppliers, who will be pre-approved to provide services on a call-off basis as needs arise.

  1. SPECIFICATION OF SERVICES REQUIRED
  • The water trucking services will be implemented through delivery of drinkable chlorinated water to beneficiaries’ water tanks.
  • The Supplier should have the capacity to deliver water to the areas, and to find alternative sources of safe drinking water in case any defects happened in the source or the quality of water. Alternative sources of water will need to comply with all above specifications. 
  • Water trucking services are needed in multiple sites across district.

Below is the estimated quantity per month at the district level. Quantities may increase or decrease depending on the number of IDPs in collective shelters and their needs.

  • The estimation quantity per month in Jezzine district : 1559 m3
  • The estimation quantity per month in Saida district : 2549 m3
  • The estimation quantity per month in Sour district : 4208 m3
  • The estimation quantity in chouf district 5,693 m3 (Barja 2,160 m3, Chihim 1,490 m3, Baaqline, 81 m3, Deir Qamar 231 m3, Jiye, 672 m3, Mtolle 177 m3, Naame 630 m3). 
  • The estimation quantity in Aley district 1,575  m3  (Bchamoun 768 m3,  Aaramoun Aaley 206 m3, Qmatiye 41 m3,  Bedghan 102 m3, Mcherfe 108 m3, Majdel Baana 174 m3, Choueifat 180 m3), 
  • Given the emergency nature of the intervention, the required quantities at the village and district levels may vary and cannot be precisely determined or guaranteed at this stage.

 

Water Delivery Commitments of the Supplier

  • The Supplier should have the capacity to deliver water to the beneficiaries.
  • The supplier should be working minimum 6 days per week. He should state the working days per week and hours per day.
  • Any dates/public holidays that the water trucker will not operate should be indicated.
  • The supplier should have capacity to respond within 3 hours.
  • Oxfam commits to work with suppliers to link them with communities to facilitate the multiple delivery on same day to make deliveries more efficient.

Water Quality

  • The Supplier will need to acquire water from a water source that is free of contamination and is deemed safe for human consumption
  • The Supplier should ensure that the water delivery truck and associated equipment and accessories are clean, well maintained and in a condition suitable for delivery drinkable water.
  • All water delivered must comply with a Free Residual Chlorine content of 0.2 – 0.5 mg/litre.
  • The Supplier is responsible to ensure sufficient chlorination to every water truck delivered households. Oxfam will endeavour to provide chlorine to suppliers and in the case that Oxfam was not able to provide the chlorine in the form of calcium hypochlorite HTH 70% powder, then the Supplier is expected to do so.
  • Oxfam reserves the right to do water quality testing at the source used for water trucking and any water being delivered to the target populations.

 

Suppliers have the right to apply to one location or multiple locations.

How Water Requests and Deliveries are Made

 Water requests will be initiated by Oxfam and/or the focal partner (FP), who will contact the supplier directly. The supplier will then arrange the delivery, which will be monitored and verified by Oxfam and/or the FP to ensure compliance with agreed standards.

  1. EXPERIENCE OR PROFILE REQUIREMENTS

The company/ individual(s) should have the following competencies:

Technical Compliance please attach documents about below

  • Water source location (technical)
  • Proof that the water source is free of contamination (microbiological and chemical) and is drinkable according to national standards.  Water quality tests must be dated in the last 3 months.  
  • Truck/vehicle specifications.  Where only one truck is specified, information should be given as to how this truck will be replaced in the event of breakdown
  • Maximum capacity deliver water per day (m3 or litres).

 

Administrative Compliance – please attach documents about below

  • Evidence of ownership or permission from water source owner.
  • Registration documents of the truck that makes it legal to operate on the roads.
  • Names and contacts of at least two references. Oxfam reserves the right to contact these references, without notifying the Supplier.
  • Copies of institution/company registration certificate and VAT registration certificate where available.
  • Copy of insurance policy, where available
  •  A copy of the audited financial statements for last two years (balance sheet and income statement) where available.
