Junior Agricultural Advisor – KARM
Job Profile
- Required qualifications, competences, and experience
Qualifications
- MSc in an area that is related to the project/programme objectives, with a focus on Agriculture and development, plus 3 years of experience. OR
- BSc in Biology or other analytical sciences with 5 years of experience in the field of agriculture, animal sciences, or fisheries.
Professional experience
- Minimum 3 years’ professional experience in a comparable position, depending on academic qualifications.
Other knowledge, additional competences
- Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g., MS Office)
- Fluent written and oral knowledge of English and Arabic
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
- Experience with international organizations or UN bodies
- Experience with GIZ is a plus
- Responsibilities
The Junior technical agricultural advisor is responsible for:
- Undertaking needs assessments and research in the North (Minieh, Dinniyeh, T4, Koura, etc.), South, Beqaa, and other locations as needed
- Providing strategic as well as substantive advice to the project team on critical dates related to crops, milk, fish, or other agricultural seasons that affect the planning of project activities.
- Granting support in food security initiatives, including designing food systems development plans, awareness sessions, follow-up…
- Holding the responsibility in the outreach to stakeholders (NGOs, CBOs, Youth Groups, Women Groups, farmers groups, and farmers cooperatives…).
- Providing suggestions and support to remove the bottlenecks facing specific value chains in Targeted regions.
- Working on the development of business plans for farmers’ clusters, cooperatives, indicating core activities, required investment, identification of revenue streams, staffing requirements, and their capacity building needs.
- Collecting data linked to the ‘Monitoring and Evaluation’ of the project.
- Doing weekly coordination meetings with implementing partners.
- Implementing a wide range of daily operational aspects related to the project, including follow-up with partner Local and International NGOs.
- Representing GIZ in agriculture and Food Security working groups at the national and regional levels.
- Maintaining a professional, conflict and context-sensitive flow of communication between all involved institutions, actors, and GIZ.
- Keeping good relations with stakeholders and alerting the team on any issues linked to project cycle management.
- Ensuring best practices of do-no-harm and context-sensitivity.
The professional advisor performs the following tasks:
- Tasks
- Advising the partner institution(s)
- Reviews prospective partners' project concept notes, proposals, and budgets
- Co-leads on “local contribution” projects; design, follow-up, and reporting
- Monitors the development and implementation of project/programme plans and activities in close consultation with counterparts.
- Visits project sites and activities on a timely basis
- Contributes to preparing and implementing the coordination process, joint project/programme activities, and work at the regional level in Lebanon
- Works on the design, preparation, and implementation of workshops, seminars, and other events on issues connected with the project/programme’s area of activity
- Develops and organises quality assurance measures and suggests necessary changes, improvements, and initiatives in cooperation with the Agricultural Component Advisors
- Liaises with other ACE project components to ensure synergies
- Networking and cooperation
- Maintains regular contact and dialogue with partners, and takes care of the PR work and cooperates with local communities, relevant organisations, non-governmental agencies, and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
- Communicates local interests and efforts, forwards these, and encourages sharing ideas and information for the benefit of the project/programme
- Knowledge management
- Ensures knowledge transfer to project/programme information
- Develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures, in cooperation with the Agricultural Component Advisors
- Draws up reports and presentation documents
- Prepares appropriate input for various project/programme reports, including annual reports, and contributes to the other reports required by the programme manager, his/her designee, and GIZ Head Office
- Participate in research activities and studies on socio-economic and political issues that benefit joint programmes in cooperation with the Agricultural Component Advisors.
- Coordination tasks
- Participates and leads on general project planning and develops project concepts, including preparation, organisation, and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication, and documentation.
- Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both regarding implementation and in preparing organisational aspects.
- Compiles the relevant information for joint activities and assignments
- Handles order management on behalf of GIZ (e.g., offer preparation, impact monitoring, project progress review, reporting).
- Acts as a focal point for local farmers, farmers' groups, MSMEs, and municipalities.
- Works on the design and planning of grants and co-leads in the management and implementation, monitoring, and reporting.
- Provides professional feedback on project proposals and other technical products developed by ACE partners.
- Works with partners/subcontractors in outreach and helps in following up on their implementation of project activities on site (including handing over assets).
- Reacts to challenges during implementation in an adequate and solution-oriented way.
Project Description: About KARM*: Since October 2023, Lebanon has faced escalating skirmishes along its southern and eastern borders, culminating in full-scale warfare by September 2024 and recently in 2026. Israeli airstrikes and a ground offensive triggered mass displacement, with 1.2 million civilians fleeing affected areas, leading to a severe humanitarian crisis. The conflict has caused widespread destruction to infrastructure, housing, and key services such as healthcare, electricity, and telecommunications, further exacerbating Lebanon’s prolonged economic and financial crisis. In Southern Lebanon, the module will support food security and peaceful and inclusive communities, as well as early recovery in war-affected communities by restoring agricultural livelihoods, enhancing food production, and building capacities for conflict prevention and inclusive dialogue. In Northern Lebanon, the module will address chronic vulnerabilities and emerging risks by supporting agricultural value chains, promoting sustainable local food systems, and fostering social cohesion and community resilience.
