Junior Public Health Officer – Cross-Border Coordination & Stakeholder Engagement (TB/HIV)- Duration of contract Until 31st December 2026

Core Duties & Responsibilities

Coordination with NGOs and CSOs

Support the coordination between NTAP and NGOs/CSOs implementing HIV activities.

Support planning, coordination, and follow-up of CSO-led prevention, screening, referral, and treatment-support activities, ensuring alignment with national strategies.

Monitor implementation progress, identify operational gaps, and support problem-solving with partners.

Support standardization of referral pathways, follow-up mechanisms, and reporting tools used by CSOs.

Conduct regular coordination meetings with partners, including preparation of agendas, documentation of minutes, and follow-up on action points.

Support onboarding and technical orientation of new CSO partners on NTAP protocols and coordination mechanisms.

Ensure timely information exchange between CSOs and NTAP on case referrals, continuity of care, and field challenges.

 

TB and HIV Services in High-Risk and Closed Settings, mainly prisons

Support coordination of TB and HIV activities in high-risk and closed settings, including detention centers and prison facilities, in collaboration with relevant authorities and implementing partners.

Facilitate screening, referral, treatment initiation, and follow-up mechanisms for detainees, in line with national protocols.

Conduct field coordination and follow-up visits to support continuity of care and address operational challenges.

Support linkage between prison-based services and external health facilities to ensure treatment continuation upon transfer or release.

Assist in documentation and tracking of TB and HIV activities conducted in these settings.

 

Cross-Border and Mobile Population Coordination

Support cross-border coordination mechanisms related to TB and HIV screening, referral, and treatment continuity for newcomers and mobile populations.

Facilitate structured referral and follow-up pathways between border points, NGOs, health facilities, and NTAP.

Support information exchange with governmental bodies, international agencies, and implementing partners involved in cross-border health services.

Contribute to tracking and documentation of cross-border cases to minimize loss to follow-up and treatment interruption.

 

Field Follow-Up, Documentation, and Program Support

Conduct regular field visits to support implementation, coordination, and follow-up across CSO activities, high-risk settings, and newcomer services.

Maintain updated tracking tools and documentation related to referrals, follow-up, and coordination activities.

Support preparation of operational summaries, brief reports, and coordination updates for NTAP.

Provide administrative and operational support to the NTAP team as required.

 

Expected Outputs

Strengthened and structured coordination with NGOs and CSOs implementing TB and HIV activities.

Improved continuity of TB and HIV care in prisons and other high-risk settings.

Functional referral and follow-up mechanisms for newcomers and mobile populations.

Regular coordination meetings and documented follow-up actions with partners.

Improved field-level alignment with national TB and HIV protocols.

Monthly report pertaining to the above activities and attendance schedule

Required Qualifications
Education

Bachelor’s degree in public health, Nursing, Health Sciences, or a related field.
Master’s degree in Public Health, or a related discipline is an asset.
At least 2 years of experience in public health programs, humanitarian health response, or coordination roles.
Experience working in high risk settings, cross-border health, or emergency/public health response is a strong asset.

Strong coordination and stakeholder engagement skills in complex and sensitive environments.
Experience in field coordination, supervision, and follow-up of health services.
Ability to work with governmental bodies, international organizations, and community partners.
Strong organizational, documentation, and reporting skills.
Understanding of continuity-of-care principles, referral systems, and patient-centered approaches.
Proficiency in Microsoft Office applications.
Ability to work effectively within multidisciplinary teams under supervision.
