Medical Quality Supervisor

Main Activities:

  • Supervise the PSU team to organize the activities of PSUs according to MdM and national standards.
  • To ensure the operational roll-out of the medical intervention, technical support, quality of treatment and relevance of medical activities, practices and information.
  • To directly or indirectly lead/supervise teams on the quality of their practices.
  • To provide technical supervision on the implementation of quality measures in supported facilities.

Ensure the quality of health care provision in all MdM programs

  • Monitor the quality of patient care (monitoring of protocols, adaptation of protocols, identification of training needs, organization of referral process, review of diagnoses, control of prescriptions, control of pharmacy management, review of orders and consumption, etc.).
  • Monitor and evaluate the quality of practice provided at the PHCCs and Primary care Satellite unit (PSU) by following the quality indicators mentioned in the national accreditation program and the MdM’s monitoring framework:
    • Conduct qualitative and quantitative data collection on health activities through frequent visits to the PHCCs and PSU supported by MdM.
    • Ensure the application of national and international standards on Infection Prevention Control by health staff (MdM and partners) in close collaboration with the Health Monitoring Officer (HMO).
    • Conduct regular audits on the application of the IPC and quality measures.
    • Analyze quality indicators, monitor progress and make recommendations for improvement.
    • Ensure that quality data is collected in a timely and efficient manner.
    • Assist in the design, creation, and implementation of different quality tools (including development of SOPs, for IPC, quality and patient safety).
    • Contribute to the development and ensure review of quality improvement plans (action plans regarding MoPH standards) to enhance quality of service delivery in PHCCs and PSU in close collaboration with the Health Monitoring Officer (HMO).
    • Monitor the implementation of QIPs (action plans) in PHCCs and PSU.
  • Perform monthly and quarterly medical record audits and meet with PHCC staff/Director/Manager to discuss outcomes on audits (strengths and areas to improve).
  • Approve LIDTs requests, based on national and international protocols.
  • Follow up with the PHCC on EWARNS.
  • In close collaboration with MdM MEAL department and technical/program team, review current medical records audit and recommend changes for better evaluation to the services provided and patient outcome, as well as analysis of PHCC and PSU data.
  • Provide technical supervision, capacity building and support for teams (MdM staff/outreach team and/or partners).
  • Carry out health and epidemiological monitoring and implement the health policy on the national and regional levels.
  • Write activity reports, capitalization reports, summaries, etc.
  • Reporting and data analysis:
    • Coordinate closely and regularly with the program team on all data collection, data entry, and data analysis.
    • Monitor and supervise the PHCCs performance, needs and feedback, providing weekly report and update to the manager and the technical manager.
    • Report any health trends in the PHCC/PSU catchment area and advise on prevention action/health campaign.
    • Conduct assessment upon need and request for any future project, support the analysis of medical information and recommendations for project direction.
    • Support the development of analysis report for internal and external use.
  • Analyze activity reports from MdM and/or partner teams.

Capacity building

  • Support the review of health awareness materials for the outreach team.
  • Conduct training and on the job training regarding consultation, prescription, treatment with a gender-sensitive and inclusive lens (and referral pathways to higher level of care, secondary and tertiary health care) for PHCC staff/PSU staff.
  • Conduct refresher training on mass casualty management, outbreak preparedness and response and other emergency procedures at PHCC/PSU  level.
  • Conduct training of outreach team on Community-based epidemiological surveillance.
  • Provide technical guidance on quality and IPC (prepare training materials and directly provide training to PHCCs staff).
  • Ensure that awareness mechanisms are understandable, friendly to understand and clear for staffs of our partners.
  • Design or adopt and deliver any other medical training if/when required.

Other Responsibilities:

This job description can be modified at any time according to changes in MDM activities or in the context of prior notice and agreement between the two parties. On demand from the direct supervisor, other tasks might be added to that present list.

Requested Competence/Skills/Profile:

  • Medical Doctor with a master’s in public health and with professional practice permit
  • Registered with the Physicians’ Syndicate
  • 3-5 years experience in working with Lebanese primary health care sector
  • 3-5 years experience working with an NGO, with a similar role and in clinical setting
  • Master national and international IPC standards and MdM frameworks
  • Understand a healthcare system (including organization, curriculum of medical profiles and national healthcare programs) and summarize the broad outlines
  • Identify, analyze, prioritize and summarize information/indicators relating to the field of activity
  • Experience in capacity building & in working with medical staff
  • Ability to conduct field visits on a regular basis
  • Proficiency in Arabic and English language is mandatory
  • Good writing and communication skills
  • Communicate MdM values and positions
  • Strong ability to observe, analyze, report and take initiative
  • Ability to work with a team and as well to work independently
  • Ability to seek for, to collect, and critically analyze data and information needed to achieve the tasks
  • Ability to communicate any technical or non-technical topic with clarity and to share with your team any important project information
  • Proficiency with Microsoft Office Pack and PHENICS
  • Ability to self-reflect your work, to recognize what needs improvement and to propose solutions

Position based in Beirut with frequent travel to the field (Bekaa, Baalbek-Hermel, Beirut, Jbeil and any other MdM project areas in Lebanon) including overnight stays as needed.
