Consultant for Development of M&E Tools, Methodologies, and Learning Processes

1. Background

IDRAAC is committed to strengthening its Monitoring and Evaluation (M&E) systems to enhance program effectiveness, accountability, and evidence-based decision-making. As part of its strategic priorities, IDRAAC aims to institutionalize robust M&E and learning practices. To support this, IDRAAC seeks to hire a qualified consultant to develop and update its M&E tools, methodologies, and learning processes in alignment with a comprehensive MEAL policy and international best practices.

2. Purpose of the Assignment

The purpose of this assignment is to develop, refine, and standardize IDRAAC’s M&E tools, methodologies, and learning processes to ensure consistent, high-quality data collection, analysis, reporting, and knowledge sharing across all programs.

3. Objectives

The specific objectives of this assignment are to:

  • Review and assess existing M&E tools, systems, and methodologies
  • Develop and update standardized M&E tools aligned with IDRAAC’s programs
  • Develop structured processes to document and share learning from projects
  • Enhance staff capacity to effectively use M&E tools and methodologies
  • Ensure alignment with donor requirements and international standards

4. Scope of Work

The consultant will undertake the following tasks:

4.1 Assessment and Review

  • Conduct a comprehensive review of existing M&E tools, templates, and methodologies
  • Assess strengths, gaps, and areas for improvement

4.2 Development of M&E Tools

  • Develop and/or update key M&E tools, including but not limited to:
    • Indicator tracking tables (ITTs)
    • Data collection tools (surveys, questionnaires, checklists)
    • Monitoring and reporting templates
    • Data quality assurance tools
  • Ensure tools are user-friendly, practical, and adaptable across programs

4.3 Methodology Enhancement

  • Develop or refine M&E methodologies, including:
    • Indicator selection and measurement guidance
    • Data collection methodologies (quantitative and qualitative)
    • Data management and storage procedures
    • Data analysis and reporting approaches
  • Ensure cross-cutting themes such as gender, inclusion, and ethics

4.4 Learning and Knowledge Management

  • Develop processes and tools to systematically document lessons learned from projects (e.g., after-action reviews, learning briefs, case studies)
  • Establish mechanisms to integrate learning into program design and adaptive management
  • Design templates and formats for knowledge products
  • Propose systems for internal and external dissemination of learning (reports, meetings, knowledge-sharing platforms)

4.5 Capacity Building

  • Provide training sessions for staff on the use of updated M&E tools, methodologies, and learning processes
  • Develop user guidelines/manuals for all tools and systems

4.6 Validation and Finalization

  • Facilitate validation sessions with key stakeholders
  • Incorporate feedback and finalize tools and methodologies

5. Deliverables

The consultant is expected to deliver:

  • Inception report including methodology and workplan
  • M&E assessment report (gaps and recommendations)
  • Draft M&E tools, methodologies, and learning framework
  • Training materials and user guidelines
  • Final validated M&E tools, methodologies, and learning processes

6. Duration and Timeline

The assignment is expected to be completed within 4 weeks from contract signing.

7. Methodology

The consultant is expected to adopt a participatory and practical approach, including:

  • Desk review of existing documents
  • Key informant interviews with staff and management
  • Iterative tool development and testing
  • Validation workshops

8. Required Qualifications

The consultant should have:

  • Proven experience in developing M&E/MEAL systems, tools, and learning frameworks for NGOs or similar organizations
  • Strong knowledge of international MEAL standards and practices
  • Experience in mental health, health, or social development sectors is an asset
  • Strong analytical, facilitation, and report writing skills

9. Reporting and Management

The consultant will report to IDRAAC team. Regular progress updates will be required throughout the assignment.

10. Ethical Considerations

All activities must adhere to ethical standards including confidentiality, informed consent, and data protection.
