Development of Safety, Monitoring, and Evaluation Tools for Municipalities

1. Background

Municipalities play a key role in managing field operations, including maintenance, construction, and service delivery activities. Municipal field workers are often engaged in activities such as gardening work, metal work, and concrete work, which require appropriate safety procedures, structured monitoring mechanisms, and clear evaluation processes.

Currently, there is a need to strengthen municipal systems by developing standardized safety tools, monitoring tools, and evaluation tools to improve accountability, risk mitigation, and operational efficiency. This assignment aims to engage a group of experts to assess existing gaps and develop practical tools that can be adopted by municipalities.

2. Objective

The objective of this assignment is to develop practical and standardized safety, monitoring, and evaluation tools for municipalities and to orient municipal senior staff on their use.

3. Scope of Work

The selected team of experts will work closely with senior municipal workers to identify gaps and develop appropriate tools. The assignment will include the following components:

3.1 Gap Assessment

  • Meet with senior municipal workers
  • Review existing procedures (if any)
  • Identify gaps related to:
    • Field worker safety measures
    • Complaint and problem assessment
    • Monitoring of ongoing interventions
    • Issue closure and communication processes
  • Document key findings

3.2 Development of Safety Tools

Develop tools addressing safety measures for municipal field workers, including but not limited to:

  • Gardening work safety checklist
  • Metal work safety procedures
  • Concrete work safety guidelines
  • Personal Protective Equipment (PPE) checklist
  • Incident reporting form
  • Risk assessment template

3.3 Development of Complaint and Problem Evaluation Tools

Develop tools to support:

  • Complaint intake form
  • Problem identification template
  • Issue assessment matrix
  • Prioritization tool
  • Stakeholder notification template
  • Problem tracking sheet

3.4 Development of Monitoring Tools

Develop tools to monitor problem resolution, including:

  • Work progress monitoring checklist
  • Contractor/subcontractor monitoring form
  • Site supervision template
  • Quality assurance checklist
  • Issue closure form
  • Communication and notification log
  • Problem resolution tracking dashboard

3.5 Validation and Finalization

  • Present draft tools to relevant stakeholders
  • Incorporate feedback
  • Finalize tools for approval
  • Prepare user-friendly versions

3.6 Orientation Sessions

The experts will:

  • Develop orientation materials
  • Conduct orientation sessions at the municipality level
  • Present and explain tools
  • Provide guidance on implementation
  • Address questions from participants

A total of 20 senior municipal members will attend the orientation sessions.

4. Deliverables

The team of experts will deliver:

  1. Gap assessment summary report
  2. Set of safety tools
  3. Set of complaint and evaluation tools
  4. Set of monitoring and follow-up tools
  5. Final consolidated toolkit (editable format)
  6. Orientation session presentation materials
  7. Orientation sessions conducted
  8. Final assignment report including:
    • Summary of work conducted
    • Tools developed
    • Orientation session summary
    • Recommendations for implementation

5. Duration of Assignment

  • Total Level of Effort: 30 working days
  • Team Composition: 1, 2 or 3 experts
  • Days will be distributed among experts based on agreed workplan: up to 30 working days.

6. Location

  • North Lebanon
  • Orientation sessions conducted at municipal level

7. Team Composition

The assignment will be conducted by three experts with complementary expertise:

  • Safety expert (occupational safety / field operations)
  • Monitoring and evaluation expert
  • Municipal operations / governance expert (or similar)

8. Required Qualifications

Education

  • Advanced degree in engineering, occupational safety, public administration, monitoring and evaluation, or related field

Experience

  • Minimum 5 years of relevant experience
  • Experience working with municipalities or local authorities
  • Experience in developing operational tools and procedures
  • Experience in occupational safety is an asset
  • Experience in monitoring and evaluation systems is required for at least one expert

Skills

  • Strong facilitation and consultation skills
  • Experience in participatory tool development
  • Ability to produce practical and user-friendly tools
  • Fluency in Arabic (mandatory)
  • Good English skills (preferred)
