Job description:

WeWorld-GVC has been working in Lebanon since 2006 and is now supporting vulnerable populations through WASH, Shelter, Food Safety and Basic Assistance interventions aiming at increasing the resilience of the internally displaced population and of concerned communities, in Bekaa, Baalbek Hermel, Akkar and North.

Under WeWorld Emergency Program in Lebanon, responding to emerging needs resulting from the ongoing conflict, WeWorld is supporting IDPs in the Bekaa, Baalbek Hermel, Akkar and North regions with Multi-Purpose Cash Assistance (MPCA) as well as the provision of Food and Hygiene items.

The support will be provided inside and outside Collective Shelters (CSs), and will be implemented in close coordination with all relevant stakeholders, including MoSA, MEHE, local authorities and the Cash, Food Security (FS) and WaSH Working Groups, among others. The emergency program aims to ensure that populations affected by escalating hostilities in target areas have timely access to urgent, life-saving humanitarian assistance.

Within this framework, and under the MPCA and FS components in Bekaa and Baalbek Hermel, WeWorld seeks to recruit two Project Officers to implement the 4-month projects. Under the direct supervision of the Project Specialist – Livelihood, the Project Officers will be responsible for the successful implementation of daily activities under the relevant components. The thematic focus of the position is Humanitarian Response, Cash Assistance, Basic Assistance, and Food Security.

Coordination, Implementation, and Monitoring:

  • Support the planning and execution of MPCA and FS activities in line with projects objectives and timelines.
  • Conduct regular field visits to monitor distributions and disbursement, assess community feedback, and ensure accountability to affected populations.
  • Conducting data collection, Validation Assessments (VA), Rapid Needs Assessments (RNA), Focus Group Discussions (FGDs), Key Informants Interviews (KII), and community consultations relevant to the successful implementation of the project and supporting studies of new proposals;
  • Assist in the setup and implementation of cash assistance distribution and disbursement to targeted households and shelters, including market assessments and monitoring of service providers, in coordination with MEAL, Logistics, and Finance teams.
  • Contribute to the implementation of Cash, Food, Basic Assistance, and Emergency Response activities, in coordination with relevant departments

Compliance and Accountability

  • Ensure adherence to SOPs, organizational policies, donor regulations, and protection principles related to cash assistance and emergency response.
  • Support the integration and promotion of Accountability to Affected Populations (AAP), including Feedback, Complaint and Response Mechanisms (FCRM).

Communication and Reporting:

  • Support the Project Manager and Specialist in community engagement efforts, including consultation with beneficiaries, local authorities, key informants, and stakeholders.
  • Support the development and use of tools and materials for project implementation and monitoring.
  • Support in facilitation and ensure the respect of donors’ and partners’ visibility guidelines in all external communication tools;
  • Support the PM and PC in redacting/editing official letters/documents to local stakeholders and partners;
  • Prepare regularly and timely reports, including accurate information and ensuring confidentiality of sensitive information, and prepare other reports foreseen in the contractual agreement;
  • Facilitate the collection of media material and the production and dissemination of communication tools;

Other tasks:

  • Perform any additional duties as requested by the Project Specialist and respond to information needs from the Project Manager.

ESSENTIAL REQUIREMENTS:

Qualifications and Knowledge:

  • A university degree or equivalent in the field of Social Science, Economics, Engineering, Project Management, or similar.
  • Fluent in written and spoken English and Arabic

Professional experience:

  • Minimum 2 years of similar experience, preferably on MPCA, FS and Emergency projects;
  • Experience and knowledge of the project cycle tools;
  • Proven experience in the implementation of Cash and in-kind (distributions and disbursements), Basic Assistance, Emergency Response activities, management of distribution sites and monitoring services providers;
  • Previous working experience in Emergency projects in rural and conservative contexts, and in-depth understanding of local social and political context, especially in Bekaa and Baalbek Hermel region;
  • Previous work experience with international NGOs.

Skills and Abilities:

  • Good communication skills, in written and spoken, adapted to different levels;
  • Ability to identify, initiate, and maintain good relationships with local communities and authorities;
  • Proven organizational skills and ability to effectively manage tasks and perform under stressful conditions;
  • Capacity to work autonomously and in problem prevention/resolution;
  • Integrity in line with the NGO values and ethical standards;
  • Cultural, gender, religion, and age sensitivity and adaptability;
  • Strong commitment to the humanitarian principles, FCRMs, and AAP way of working;
  • A valid driving licence.
