1. Purpose
CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
CARE Lebanon has scaled up rapidly over the past few years and today it has about 70 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.
The Data and Information Management Specialist will be responsible for establishing and managing data management systems that support emergency response operations. This role will ensure the availability of high-quality, reliable, and real-time data to enable effective monitoring, analysis, and evidence-based decision making.
Working closely with the MEAL team and program sectors, the incumbent will design and manage structured databases, data flows, and analytical tools that facilitate efficient data collection, validation, and analysis. The role will support rapid needs assessments, displacement tracking, emergency distributions, and accountability mechanisms by developing robust databases, conducting data cleaning and validation, and producing real-time dashboards and analytical briefs to inform operational decision-making.
A key deliverable of this position will be the production of clear and accessible data visualizations and information products that translate complex datasets into actionable insights. These products will support internal decision making and external communication, and will be tailored to different audiences including leadership, donors, government counterparts, humanitarian partners, and the broader public.
The position plays a critical role in enabling fast, accurate, and evidence-based emergency interventions.

3. Specific Duties and Responsibilities
Responsibility #1: Emergency Data Systems Setup
- Establish rapid-response databases within 48–72 hours of activation.
- Develop standardized emergency tracking tools to support monitoring of response activities. Ensure harmonized indicator tracking aligned with donor requirements and internal reporting frameworks.
- Design structured data flows and data management protocols to ensure timely and reliable data collection and storage.
Responsibility #2: Real-Time Monitoring & Dashboards
- Develop and maintain live Power BI dashboards to monitor response progress and operational indicators.
- Track, monitor, and visualize daily data on service provision and beneficiary reach.
- Produce regular dashboard updates (daily/weekly) to inform operational decision-making.
- Develop additional visual information products, including infographics, maps, and situation snapshots, to support internal analysis and external communication.

Responsibility #3: Data Cleaning & Quality Control
- Conduct real-time data verification and consistency checks.
- Implement rapid DQA mechanisms during the response.
- Identify duplication, targeting errors, and inconsistencies.
- Maintain beneficiary database integrity.
- Provide technical guidance and training to program teams on data collection tools, data quality standards, and dashboard usage
Responsibility #4: Rapid Analysis & Decision Support
- Analyze Rapid Needs Assessment data on a rolling basis to inform program adaptation.Produce concise analytical briefs and operational updates for leadership and program teams.Conduct beneficiary profiling and vulnerability scoring analysis
- Support the development of dashboards and analysis related to accountability and complaints tracking mechanisms.

5. Qualifications / special skills or knowledge
a. Skills & knowledge:
- Minimum 3 years of experience in data management, including the development and management of databases, and the use of data collection tools and mobile data collection platforms.
- Strong proficiency in data visualization and business intelligence tools, particularly Power BI and/or Tableau.
- Good knowledge of statistical analysis software such as STATA, SPSS, or similar analytical tools.
- Strong knowledge of database management, with experience in SQL or similar database languages highly desirable.
- Experience with GIS and spatial data analysis, including the production of maps and geospatial visualizations (e.g., ArcGIS, QGIS, or similar platforms) is an asset and desirable.
- Experience with mobile data collection platforms such as KoboToolbox, ODK, or similar tools.
- Strong skills in data cleaning, validation, and quality assurance, with the ability to manage large datasets under time-sensitive conditions.
- Excellent communication and data storytelling skills, with the ability to translate complex data into clear and accessible information products for different audiences.
- Fluency in English and Arabic required; knowledge of French is an asset.
- Politically and culturally sensitive, with demonstrated patience, tact, and diplomacy when working in complex humanitarian environments.
- Ability to work flexibly and effectively under pressure, including in rapidly evolving and sometimes insecure operational contexts.
- Strong collaboration and coordination skills, with the ability to work across technical teams and sectors.

Desirable:
- Previous experience working in humanitarian programs

b. Experience:
- 3–5 years experience in data analysis
- Experience in humanitarian emergency response required
- Strong Power BI experience

- Experience in displacement or rapid response settings preferred.
c. Academic background:
Bachelor’s degree in one or several of the following areas: Computer Sciences, Information Management, Statistics , or related field.
d.Languages:
English and/ or Arabic are the working language of CARE International in Lebanon.
Knowledge of other languages is an asset.
