BACKGROUND ON IMPACT AND REACH

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention

 

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and Acted). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

 

COUNTRY PROFILE

Lebanon remains deeply affected by years of compounded crises, including economic collapse, political instability, and the aftermath of the 2024-2025 hostilities. GDP has contracted sharply since 2019, essential services remain severely strained, and large parts of the country especially the south continue to face insecurity and conflict‑related damage. Syrian refugees continue to experience worsening conditions amid shrinking assistance, rising legal and social pressures, and limited prospects for safe and sustainable return despite an official returns plan launched in 2025. Many returns in recent years have occurred under duress, reflecting deteriorating living conditions rather than improvements in Syria. Palestine Refugees in Lebanon over 230,000 people also face heightened vulnerability. The majority live below the poverty line, and UNRWA’s funding challenges and the impacts of recent conflict have further weakened access to education, healthcare, and basic services.

Lebanon additionally hosts around 176,000 migrants who have been heavily affected by the economic crisis and recent conflict, with many stranded without livelihoods, housing, or support.

POSITION PROFILE

Under the supervision of the REACH Research Manager in Lebanon, the REACH Assessment Officer (AO) will be responsible to support on implementing REACH research cycles implemented in Lebanon, including their preparation, implementation and follow-up. In particular, the AO will be responsible for leading assessment tasks related to minimum of two research cycles, this might include multi-sectoral or sectoral assessments in Lebanon, which serves to informing programs or response with evidenced-based data. Overviews, thereby providing guidance to humanitarian actors and donors. The AO will also be responsible for related logistics, partner coordination, reporting and finance requirements and will be required to provide input to the strategic development of REACH in Lebanon.

 

FUNCTIONS

The REACH Assessment Officer shall be responsible for:

1. Assessment Design and Methodology

Objective: Ensure assessments are methodologically sound, strategically aligned, and implemented coherently across Lebanon.

In coordination with the REACH Research Manager, design and implement REACH assessment strategy and methodology within Lebanon country‑wide.

Ensure that assessment objectives are implemented in a structured and coherent manner in line with project and strategic goals.

Keep track of all projects and programmes assessment schedules/timelines and work with field staff to design and implement REACH assessment procedures.

Supporting the development/revision of assessments, reports, or new proposals.

2. Coordination and Project Implementation

Objective: Guarantee smooth, coordinated, and timely execution of assessment activities across teams and partners.

Close coordination with REACH assessment staff to ensure smooth and timely implementation of activities.

Liaising with programme staff of ACTED departments to ensure close coordination and information sharing is maintained.

In coordination with the REACH Research Manager, externally represent REACH with donors, partners, and the wider aid community through clusters and sectoral working groups.

3. Data Collection Oversight and Field Quality Assurance

Objective: Ensure high‑quality, accurate, and ethical data collection through strong collaboration with field teams.

Coordinate with field teams to reinforce strong data‑collection practices, including the correct use of tools (KOBO), troubleshooting issues, and ensuring adherence to data protection and ethical standards.

Provide technical feedback and training to field teams on questionnaire understanding, data‑collection procedures, and error prevention.

Develop and systematically implement data‑quality assurance protocols—including spot checks, back‑checks, and enumerator performance monitoring—to ensure high-quality primary data collection.

Work with field focal points to ensure timely transfer of data, proper survey completion rates, and resolution of discrepancies identified during quality checks.

4. Data Management, Processing and Quality Control

Objective: Ensure clean, validated, harmonized, and analysis‑ready datasets following REACH standards.

Lead quality control checks on incoming raw data to ensure completeness, accuracy, and adherence to assessment tools and sampling methodologies.

Oversee and coordinate closely with the GIS and Data teams to ensure that data‑processing workflows—including data cleaning, validation, and analysis scripts—are properly designed, tested, and maintained.

Ensure harmonization of datasets and analysis scripts across assessments, promoting consistency in indicators, variables, and naming conventions.

Support the development of automated data‑processing pipelines to improve efficiency, reproducibility, and quality of REACH analysis outputs.

5. GIS Coordination and Spatial Data Management

Objective: Ensure accurate geo‑referencing and effective integration of spatial data into assessment products.

Coordinate and ensure timely data collection, analysis and, in partnership with the GIS team, mapping of datasets.

Ensure that all collected data are geo‑referenced.

Work jointly with the GIS team to ensure that spatial datasets are cleaned, structured, and analysis‑ready for mapping products.

6. Information Products and Reporting

Objective: Produce accurate, timely, and high‑quality assessment outputs for partners and donors.

Ensure the writing of timely and accurate assessment reports and factsheets.

7. Capacity Building and Staff Development

Objective: Strengthen assessment and field teams’ technical skills in data collection, methodology, and quality assurance.

Development of assessment staff training matrices and overseeing the development of capacity in capital and field assessment staff.

8. Capacity Building and Staff Development

Any other relevant tasks asked by REACH Research Manager

 

ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES

The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about REACH and ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every REACH and ACTED staff member.

 REQUIREMENTS

Excellent academic qualifications, including a Master degree in relevant discipline;

Excellent analytical skills;

At least 2 years of relevant working experience in humanitarian settings;

Excellent communication and drafting skills for effective reporting;

Excellent team management skills;

Ability to operate in a cross-cultural environment requiring flexibility;

Ability to operate in a complex and challenging security environment;

Familiarity with the aid system, and understanding of donor and governmental requirements;

Prior knowledge of the region an asset;

Fluency in English required; Arabic highly desireable;

Ability to operation Microsoft Word, Excel and Project Management Software;

Ability to operate SPSS or related statistical programming an asset;

Ability to work independently.
