Cash Officer - Beirut

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and is at work in over 40 countries. 

Following the renewed escalation of hostilities beginning in early March 2026, IRC Lebanon is scaling up its emergency response to address rapidly increasing humanitarian needs, including displacement, disruption of basic services, and heightened protection risks for affected communities.

As part of this response, IRC delivers rapid, life-saving assistance, particularly emergency multipurpose cash assistance (MPCA), to enable vulnerable households to meet essential needs with dignity. Interventions are informed by ongoing context and market monitoring and implemented in coordination with relevant government entities and humanitarian coordination mechanisms.

IRC’s emergency response is delivered through a multisectoral approach, with strong linkages to Protection (including Women’s Protection and Empowerment and Child Protection) to mainstream protection principles, strengthen safeguarding and accountability to affected populations, and ensure assistance is responsive to risks, access constraints, and the evolving context.

Job Overview/Summary: Under the supervision of the Cash senior officer, the Cash officer supports the implementation of cash assistance activities in line with IRC’s procedures.

The cash officer will support data collection and validation, prepare payment lists and transfer documentation, and coordinate with finance to ensure timely and accurate disbursements.

The cash officer assists in day-to-day operations, including communicating with clients on payment processes, responding to inquiries, supporting distribution follow-up, and maintaining proper documentation. This position also contributes to coordination with the MEAL team by sharing relevant data and ensures compliance with data protection standards. The overall objective is to support the efficient, accurate, and accountable delivery of cash assistance.

 

Major Responsbilites:

Programme planning and implementation:

  • Support the implementation of cash assistance activities in line with IRC’s Cash Relief Operating Procedures (CROPS).
  • Receive and process beneficiary data lists received from MoSA and partners before payment preparation.
  • Assist in the preparation of payment lists, Cash Transfer Requests, and supporting documentation.
  • Coordinate with Finance on pending, rejected, or unpaid transfers.
  • Disseminate information to clients regarding payment schedules, risks, mitigation measures, and terms and conditions.
  • Provide support to clients through responding to inquiries and referring complaints via IRC’s established mechanisms.
  • Participate in cash distribution follow-up and ensure all required documentation is submitted to Finance.
  • Support households in accessing and understanding the MoSA self-registration platform when required. Provide inputs for internal progress updates and donor reporting.
  • Report on any operational issues immediately to the Senior Cash Officer.

 

Programme Monitoring & Reporting

  • Conduct field monitoring visits related to cash implementation and distribution follow up when required.
  • Coordinate with the MEAL team by sharing activity updates to support targeting and other monitoring processes.
  • Share beneficiary lists, distribution data, and relevant implementation information with the MEAL team to support PDM and contribute to the review and interpretation of PDM analytical results for program improvement 
  • Assist in collecting, organizing, and submitting field data and required documentation for cash activities.
  • Ensure all beneficiary data is handled in compliance with IRC data protection policies and confidentiality standards
  • Support access to assistance by identifying and flagging barriers faced by beneficiaries during implementation

Job Requirements:

  • Bachelor of Arts or Science in Social Science, Economics, Food Security, or related field
  • 1-2 years of technical experience implementing cash or community engagement programs.
  • Previous experience in supervising MPCA programming highly preferable
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • INGO experience preferred
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English and Arabic required

 

Working Environment:  This position is based in Beirut with expected travel to areas of implementation.
