Implementation Location : BML ( Ain Al Remmeneh / Bourj Hammoud ) & Remote Support for Tripoli .
Reports To : Procurement & Logistics Coordinator
Contract Duration : Until November 2026
Job Purspose : The P&L Officer (BML & Tripoli) is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic and security procedures and provides logistical support to B&Z centers & programs.
Main Responsibilities:
- Handle all procurement activities for Basmeh & Zeitooneh centers in BML and Tripoli and programs, including contacting suppliers, gathering quotations, and purchasing items.
- Implement and maintain procurement procedures for all projects and maintain records for auditing purposes.
- Keep accurate records of payment and delivery of goods and services.
- Ensure that no procurements are carried out without financial approval.
- Manage proper filing of all documents for easy reference.
- Conduct field visits to monitor supplier performance and recommend contract modifications when necessary.
- Follow up with suppliers to ensure adherence to agreements with B&Z.
- Ensure cost-effective purchasing based on budget, market conditions, program requirements, and timely delivery needs.
- Locate suppliers through catalogs and internet research, and interview them for product information.
- Verify accuracy of suppliers’ bills in comparison with bids and purchase orders.
- Stay updated on organizational and governmental rules affecting purchases and provide information to staff and vendors.
- Handle Logistics & Procurement issues related to the Small Grants Project.
- Coordinate and ensure timely payments for rent, utilities (electricity, water, gas, etc.), and running costs with the center’s accountant/finance officer.
- Manage center’s assets and coordinate maintenance needs.
- Oversee drivers and center’s vehicles movement in coordination with the center coordinator.
- Coordinate with various units to ensure compliance with B&Z policies & procedures for Logistics and procurement.
- Adhere to donor’s compliance and accountability measures.
- Abide by B&Z logistics and procurement policies and the code of conduct.
- Maintain filing and reporting systems.
- Provide close follow-up and support to staff reporting to this position.
People Management: Coordinate with various departments and ensure that the requests presented adhere to B&Z’s policies & procedures
Miscellaneous:Upon request, perform any other additional duties assigned by the Logistics & Procurement Coordinator in order to allow the organization to function optimally.

Education & Experience:
- Bachelor’s Degree in Business Administration, Supply Chain Management, Logistics, or a related field
- Minimum of 2–4 years of relevant experience in procurement, logistics, or supply chain management
- Experience in vendor management, contract negotiation, and supplier coordination
- Strong knowledge of procurement procedures, inventory control, and documentation processes
- Experience with ERP systems and/or procurement software is an advantage, preferably in NGO or similar environments
Competencies:

- Strong knowledge of standard procurement and logistics procedures, policies, and best practices
- Solid understanding of inventory management systems and stock control processes
- Proficiency in using computerized inventory and logistics management systems (ERP is an asset)
- Good knowledge of documentation, reporting, and tracking of procurement and logistics activities
- Ability to ensure compliance with organizational procurement guidelines and donor requirements
