iLEAD Youth Summer School – Trainer & Activity Development

Safadi Foundation is implementing the iLEAD Youth Summer School, a flagship initiative aimed at fostering youth leadership and social cohesion in Tripoli. The iLEAD programme is structured as a comprehensive capacity‑building continuum, beginning with the preparation and empowerment of youth and women leaders and culminating in a youth‑led summer bootcamp.

 

The iLEAD Youth Summer School serves as the central and leading intervention of the programme and is implemented through two sequential preparatory phases/activities. Phase One focuses on foundational leadership development, equipping youth with core skills and values related to social cohesion. Phase Two builds on this foundation by identifying and capacitating emerging leaders, enabling them to take on facilitation and leadership roles as they embark on the iLEAD Summer Camp journey. Together, these phases ensure that the Summer School is led and implemented by trained youth who are capable of delivering meaningful, community‑focused social cohesion activities.

 

2. Objective of the TOR

The objective of this TOR is to engage a qualified service provider to design, coordinate, and deliver the full iLEAD programme cycle, ensuring a coherent progression from leadership preparation to youth‑led implementation. The assignment aims to:

  • Strengthen the leadership, social cohesion, and community engagement capacities of youth and women through a structured preparatory phase
  • Identify and capacitate a core group of emerging youth and women leaders with facilitation and training skills to assume active leadership roles
  • Design and deliver the iLEAD Youth Summer School as the flagship and culminating activity, led by trained youth and women and focused on meaningful, community‑based social cohesion initiatives targeting younger youth

 

3. iLEAD Programme Structure (Lead Activity 3.3.1)

All activities are implemented under the leadership and vision of Activity 3.3.1, with earlier phases feeding directly into the Summer School.

 

Phase 1 – iLEAD Leadership and Social Cohesion Foundations

  • (Preparatory Capacity Building Phase)
  • Timeline: May 2026 -June 2026
  • Target Group: Youth
  • Purpose To prepare a core group of youth and women with the knowledge, values, and foundational skills required to act as social cohesion champions and potential iLEAD facilitators.

Phase 2 – iLEAD (ToT) Leadership Empowerment

  • (Leader Identification and Capacitation Phase)
  • Target Group: Up to 25 selected participants from Phase 1
  • Purpose : To identify and equip emerging youth and women leaders with facilitation, coaching, and training skills, enabling them to actively lead and co implement the iLEAD Youth Summer School.

  • Training simulations and hands on practice sessions
  • Tailored coaching linked to community responsibilities

  • Design and deliver Training of Trainers modules

  • Prepare youth trainers for direct leadership and implementation roles in the Summer Camp

Phase 3 – iLEAD Youth Summer School (Flagship Activity)

  • Activity 3.3.1 – iLEAD Youth Summer Camp
  • Duration: 4 weeks
  • Location: Tripoli
  • Target Group: Up to 100 younger youth (high school level)
  • Purpose : To bring together younger youth around shared values, leadership, creativity, and cultural heritage, through a dynamic, youth led summer bootcamp implemented by trained youth and women in a real life community setting.

  • Develop age appropriate, experiential learning activities
  • Mentor and supervise trained youth facilitators
  • Ensure inclusive, safe, and engaging learning environments
  • Produce final narrative and activity reports

 

4. Deliverables

  • Detailed curricula and session plans for all iLEAD phases
  • Training and facilitation materials
  • Attendance sheets and brief progress reports
  • Final comprehensive report covering the full iLEAD programme cycle

 

5. Duration of the Assignment

  • From May 2026 through the completion of the iLEAD Youth Summer School, including preparation, implementation, and reporting phases.

 

6. Required Qualifications and Experience

  • The service provider should demonstrate:
  • Proven experience in youth and women development
  • Strong background in leadership, social cohesion, and facilitation
  • Demonstrated experience in youth summer schools or camps
  • Ability to manage multi phase, youth led programmes
  • Experience working in Tripoli or similar contexts is an asset

 

7. Evaluation Criteria

  • Relevance and quality of experience
  • Understanding of iLEAD as a youth‑led, cohesion‑focused initiative
  • Methodology and facilitation approach
  • Experience with summer camps and experiential learning
