Advocacy & Communication Manager

1. Entity Background:

Transparency International - Lebanon (TI-LB) is Lebanon’s leading advocate for transparency, accountability and good governance. Since 1999, when it was established as the Lebanese Transparency Association – No Corruption (LTA), TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanon’s public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free society. We are actively making it happen by driving change, empowering citizens and holding institutions accountable. 
With a people-centered approach, TI-LB tackles corruption from multiple angles. It is guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change and Awareness & Outreach. We operate as a guiding thread and conveying channel between international organizations, civil society and citizens. This creates a chain of dialogue and collaboration that promotes a participative approach to anti-corruption efforts. This continuous exchange of information fosters transparency, ensures well-informed communities and bridges gaps between global standards and local needs. 
To achieve meaningful and lasting change, TI-LB builds robust long-term partnerships with a network of dedicated national, local and international organizations working across Lebanon. These partnerships enhance our strategic reach and propel TI-LB to deliver anti-corruption initiatives that are both globally aligned and locally impactful. By combining international standards with deep community engagement, we ensure that our programs not only meet global benchmarks but are also highly responsive to Lebanon’s unique governance challenges and diverse community needs. 

2. Position Overview: 

Transparency International Lebanon (TI-LB) is seeking an experienced Advocacy and Communications Manager to lead the design and delivery of bold, integrated advocacy and communication strategies that drive tangible impact and position the organization as a leading voice on transparency, accountability, and anti-corruption reforms in Lebanon. 
This role goes beyond traditional communication and advocacy functions, requiring a highly proactive and mission-driven leader who takes full ownership of translating ideas into influence, and strategy into action. The Advocacy and Communications Manager is expected to anticipate 

opportunities, shape narratives, and actively contribute to positioning TI-LB at the forefront of national reform efforts. 
The role ensures that evidence generated across TI-LB programs is transformed into compelling advocacy initiatives, strategic messaging, and public engagement efforts that contribute to policy and institutional change. Working in alignment with TI-LB’s Impact Matrix, the role drives influence across three core areas: Policy and Institutional Change, Behavior Change, and Enforcement of Policies, while ensuring strong alignment between programmatic outputs, advocacy priorities, and communication efforts. Operating in a dynamic and fast-evolving context, the role requires agility, responsiveness, and a high level of personal accountability, with a strong emphasis on initiative, adaptability, and continuous engagement beyond narrowly defined tasks. 
The position requires a results-oriented mindset with a strong sense of initiative and responsibility, where the role holder is expected to actively drive outcomes rather than passively execute assigned tasks. 

3. Key Responsibilities: 

A- Strategy and Implementation:

  • Lead the design and continuous evolution of TI-LB’s advocacy and communication priorities, ensuring strong positioning within national reform agendas and public discourse.
  • Drive the design and execution of integrated advocacy and communication strategies that generate measurable influence across TI-LB Impact Matrix’s core areas.
  • Proactively identify advocacy opportunities, emerging trends, and policy windows, positioning TI-LB to respond rapidly and effectively.
  • Translate complex programmatic evidence, research findings, and field insights into clear advocacy messages, strategic narratives, and policy-oriented communication products.
  • Actively shape and integrate advocacy and communication components across all projects throughout their full lifecycle—from proposal development and design to implementation and closure—ensuring that each project contributes strategically to TI-LB’s overall positioning and impact.
  • Provide strategic analysis and contextual insight to inform positioning, messaging, and engagement approaches.

B- Project Communication and Deliverables:

  • Lead the strategic positioning and communication direction of all TI-LB projects, ensuring coherence with institutional priorities and advocacy objectives.
  • Oversee the development of high-impact communication outputs—including reports, policy briefs, campaigns, media products, and digital content—ensuring clarity, consistency, and influence.
  • Ensure that all project outputs are actively leveraged for advocacy, visibility, and stakeholder engagement, maximizing their strategic value beyond standard deliverables.
  • Work closely with program, Design and MEL teams to translate project results, data, and learning into compelling communication and advocacy products.
  • Ensure consistency in messaging, narrative framing, and visual identity across all projects and platforms.
  • Ensure compliance with donor visibility, communication, and reporting requirements, particularly for EU, GIZ, MEPI and other institutional partners.
  • Identify and capitalize on opportunities to amplify project outputs through media, partnerships, and public engagement channels.

C- Community Management and Engagement:

  • Drive the strategic growth and engagement of TI-LB’s digital platforms and public communities, positioning them as active channels for influence, dialogue, and mobilization.
  • Design and implement engagement strategies that move beyond awareness toward participation, ownership, and behavioral change in line with TI-LB’s advocacy priorities.
  • Shape and manage online narratives to strengthen TI-LB’s positioning, ensuring timely, relevant, and impactful responses to emerging issues.
  • Monitor public sentiment, engagement trends, and stakeholder feedback to continuously adapt communication approaches and enhance relevance and impact.
  • Foster meaningful interaction with diverse stakeholders—including citizens, civil society actors, and partners—strengthening trust, credibility, and long-term engagement.
  • Identify and leverage opportunities to amplify engagement through campaigns, partnerships, and targeted outreach initiatives.

D- Team Leadership and Capacity Building:

  • Lead, mentor, and empower the communications team to operate with a high level of ownership, initiative, and accountability in delivering results.
  • Foster a dynamic and results-oriented team culture that encourages creativity, proactive engagement, and continuous improvement.
  • Set clear strategic direction and expectations for the team, ensuring alignment with TI-LB’s advocacy and communication priorities.
  • Strengthen internal capacities across the organization by promoting effective communication and advocacy practices beyond the communications team.
  • Support cross-functional collaboration, ensuring strong coordination between communications, program, Design, and MEL teams.
  • Identify capacity gaps and lead targeted learning and development initiatives to enhance team performance and impact.

E- Advocacy Events and Stakeholder Engagement:

  • Strategically build, manage, and position TI-LB’s stakeholder network, including policymakers, donors, civil society, media, and regional and global partners, to enhance influence and advocacy impact.
  • Participate actively to high-level engagement efforts that strengthen TI-LB’s role as a credible and influential actor in governance and anti-corruption reform discussions.
  • Represent TI-LB in key forums, events, and public discussions, ensuring strong visibility, credibility, and alignment with organizational priorities.
  • Design and drive advocacy events, campaigns, and multi-stakeholder initiatives that contribute to policy dialogue, public engagement, and reform momentum.
  • Identify and cultivate strategic partnerships and coalitions that amplify TI-LB’s voice and expand its reach and impact.
  • Proactively identify engagement opportunities and entry points to influence national and regional debates, positioning TI-LB at the forefront of relevant discussions.

F- Monitoring and Reporting:

  • Continuously monitor political, policy, and media developments in Lebanon to identify emerging trends, risks, and opportunities for advocacy and positioning.
  • Provide forward-looking analysis and strategic insights to support senior management decision-making and organizational positioning.
  • Track and assess the effectiveness of advocacy and communication efforts, ensuring alignment with strategic priorities and continuous improvement.
  • Translate monitoring findings into actionable recommendations to strengthen advocacy approaches, messaging, and engagement strategies.
  • Identify opportunities to position TI-LB in national and regional debates, ensuring sustained relevance, visibility, and influence.

4. Qualification, Education and Experience:

A- Experience:

  • 8 years of progressive experience in advocacy, communications, public policy, or related fields, preferably within governance, anti-corruption, or development contexts.
  • Demonstrated ability to design and drive advocacy strategies that translate evidence into influence and contribute to policy and institutional change.
  • Proven experience working across project cycles—from proposal development to implementation and closure—ensuring alignment between programmatic outputs, advocacy, and communication efforts.
  • Experience engaging with diverse stakeholders, including policymakers, donors, civil society, and media, at both national and international levels.

B- Skills:

  • Excellent written and verbal communication skills in Arabic and English, with the ability to craft clear, compelling, and impactful narratives.
  • Strong strategic thinking and analytical skills, with the ability to anticipate trends, identify opportunities, and translate insights into action.
  • High level of initiative, ownership, and personal accountability, with the ability to operate effectively in dynamic and fast-paced environments.
  • Demonstrated ability to lead teams, foster collaboration, and drive performance toward shared objectives.
  • Strong stakeholder engagement and influencing skills, with the ability to build partnerships and navigate complex environments.
  • Ability to translate complex technical or policy content into accessible and engaging communication products.
  • Proficiency in digital communication tools, content management systems, and analytics platforms.

C- Education:

  • Advanced degree in a relevant field (e.g., International Relations, Communications, Political Science).
