Organizational Context and Scope:
Established in 2006, the Internation Organization for Migration (IOM) Lebanon has set a strong track record in delivering humanitarian life-saving services to the most vulnerable populations affected by crises, while developing models and partnerships for longer-term recovery and development. The Country Office is implementing activities across Lebanon.
In coordination with national and local authorities and humanitarian partners, IOM is implementing Shelter and WASH interventions aimed at improving living conditions, service delivery, for populations residing in displacement sites.
Working under the overall supervision of the Programme Manager (Shelter and Settlement), and the direct supervision of the Senior Programme Associate, the Field Assistant (Shelter and Settlements) will support the implementation of Shelter and Settlements day to day activities directly in the field with particular focus on the following functions:
Responsibilities and Accountabilities:
- Support the implementation of Shelter and Settlements activities at the field level, ensuring day-to-day operations, including assessments, distributions, and verification processes, are conducted in accordance with SOPs and the recommendations of national and subnational clusters.
- Plan and conduct needs assessments, focus group discussions, and community engagement activities with affected communities and beneficiaries, in coordination with the Senior Operations Assistant. Maintain positive relationships with beneficiaries, community representatives, community leaders, and local authorities to facilitate IOM’s work at the field level.
- Provide technical and administrative inputs, including support in the preparation of technical construction drawings, Bills of Quantities (BoQs), and technical specifications for Shelter and Settlements activities.
- Ensure that all required data and documents are accurately collected for field activities, maintaining a systematic and organized record of beneficiary and project-related documents.
- Ensure that the visibility of activities at the field level adheres to donor and organizational requirements, including capturing and documenting success stories and other impact-related content.
- Ensure the smooth transportation of Shelter and Settlement items from the warehouse to the distribution point, maintaining efficient logistics management, ensuring timely delivery, and proper handling of items for distribution to the target beneficiaries.
- Prepare and submit field and progress reports including recommendations for improvement of project implementation.
- Perform any other duties as may be assigned to support the effective implementation of Shelter and Settlements activities.
Required Qualifications and Experience
Education:
- Bachelor’s degree in Engineering (Civil Engineering, Mechanical Engineering, Architecture, or related field) from an accredited academic institution with two years of relevant professional experience.
Experience:
- Experience working in Shelter and WASH infrastructure rehabilitation and construction programs.
- Experience working with vulnerable populations and community-based approaches.
- Experience with project and resource management.
- Experience in liaising with state and non-state actors including international institutions.
- Ability to work and deliver within short timelines and support large groups of vulnerable migrants.
Skills:
- Strong facilitation and communication skills, including the ability to engage diverse community members.
- Ability to work effectively in a team and in challenging field environments.
- Sound and proven understanding of internal and international IDPs standards, best practices, issues and related issues;
- In depth knowledge of the broad range of migration related subject areas dealt with by the organization;
- Strong technical competence and experience in all aspects of site management and coordination;
- Computer/software literate, preferably advanced skills in Excel, PowerPoint, SPSS, Kobo Toolbox, ODK and report writing;
- Proven experience in conducting field research and preparing research reports;
- Knowledge of the migration context in Lebanon and the region; and,
- Knowledge of IOM’s mandate and activities is a distinct advantage.
Languages:
- For this position, fluency in English and Arabic are required (oral and written).
Working knowledge of French is an advantage.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
