Terms of Reference - MEL Consultant Preferred Supplier Roster

Right to Play in Lebanon seeks an experienced consultant(s) specializing in Monitoring, Evaluation and Learning (MEL) to conduct assessments, feasibility studies, external evaluation studies and learning exercises across various projects.

Key tasks include:

  • Developing methodologies for Needs Assessments, feasibility studies, Baselines, and Endline Evaluations.
  • Creating and contextualizing qualitative tools (e.g., FGDs, KIIs, observation tools).
  • Adapting and refining quantitative tools.
  • Leading data collection processes.
  • Analyzing primary and secondary data.
  • Developing evaluation reports.
  • Sharing evaluation findings with RTP country and global staff, and stakeholders.
  • Producing learning and impact papers

The selected consultants will be designated as preferred suppliers, with service agreements established on a project basis, aligned with project budgets and scopes throughout the consultancy period. Multiple consultants will be selected.

 

Organization’s background

Right To Play (RTP) is a global organization that reaches millions of children yearly across 15 countries, protecting, educating, and empowering them to rise. RTP works with children in some of the most difficult places, helping them stay in school and graduate, resist exploitation, overcome prejudice, prevent disease, and heal from war and abuse. For more than 20 years, RTP has delivered impactful programs in both development and humanitarian contexts. As pioneers in a unique approach to learning, both inside and outside the classroom, RTP harnesses play, one of the most fundamental forces in a child’s life. In Lebanon, RTP responds to declining psychosocial well-being, learning loss, and the need for enhanced youth leadership. It emphasizes localization of expertise, supports marginalized communities, and strengthens early childhood care and education.

Contextual background and strategic focus

The ongoing conflict in Lebanon has deepened the already challenging conditions for children and youth, exacerbating the effects of existing social, economic, and political crises. Education, psychosocial support (PSS), and youth empowerment have all been severely impacted, with violence and displacement disrupting access to learning, increasing mental health risks, and limiting opportunities for young people to build their skills and engage in their communities.

In response to these urgent needs, RTP in Lebanon prioritizes education, psychosocial support, and youth empowerment, integrating them into programs that provide safe learning spaces, essential support, and skill-building opportunities. By leveraging our expertise in play-based learning, RTP fosters resilience, holistic development, and social cohesion among children, youth, and communities in crisis-affected settings.

Objectives of Consultancy  

For several projects in 2026/2027, RTP will be implementing needs assessments, feasibility studies, baseline, and endline studies, as well as evaluations and learning exercises, to identify key needs and establish benchmarks for future programming, as well as assess the impact, effectiveness, relevance, and sustainability of its projects.

As such we are seeking multiple MEL consultants/service providers to deliver on our MEL needs for 2026/2027. The services include, but not limited t

  • Baseline, Midline, Endline studies for projects
  • Feasibility studies
  • Learning exercises
  • Project Evaluations       

Methodology and Scope

Purpose: This TOR is for pre-qualification / preferred supplier selection, Actual scopes, timelines, and budgets will be defined later

Methodology: A mixed-methods approach, integrating quantitative and qualitative tools, is expected to be used in all studies.

Scope: The consultants will be responsible for conducting studies under two different project scenarios, depending on the scope and reach of each assignment.

  • Scenario 1 will focus on projects with smaller reach- target reaching up to 400 children. In this case, the consultant will build upon the quantitative data already collected by RTP and focus primarily on qualitative data collection. The consultant will develop the study methodology, including qualitative tools, conduct in-person qualitative data collection, and analyze both qualitative and quantitative data. The consultant will also facilitate a validation workshop and submit a final report.
  • Scenario 2 will involve larger projects with targets up to 2,000 children. The main difference from Scenario 1 is the scope and methodology to be used. It requires a larger sample to measure the outcomes, as well as more complex analysis. The consultant will follow the same process as in Scenario 1 but will also be responsible for hiring and training enumerators for in-person data collection and overseeing the fieldwork process. The consultant will then proceed with the analysis and reporting of the data.

Estimated Workload: 1 to 3 studies in a year, upon mutual agreement of both parties on each assignment.

Each project assignment will be governed by a separate service agreement, which will outline the scope of work, deliverables, and budget for that particular project.

Qualifications of the Consultant

Applicants should meet the following qualifications and experience:

  • Applications are open to both individual consultants and consultancy firms.
  • Proven experience in conducting quantitative and qualitative evaluation studies, particularly within vulnerable communities,
  • Expertise in participatory research methods and tools,
  • A degree in a relevant field (e.g., Public Health, Social Sciences, Education, or related areas),
  • Strong facilitation skills, especially with vulnerable groups,
  • Demonstrated commitment to equity, participation, and inclusion principles,
  • demonstrated experience in assessing and evaluating project in Lebanon (only applicants registered and located in Lebanon)
  • Excellent writing skills,
  • Fluency in spoken and written English and Arabic.

How to Apply

Proposal submission

Interested individual consultants and consultancy firms are requested to submit the following documents:

  • One previous inception report (study plan) developed by the applicant,
  • Two previous evaluation reports by the applicant,
  • Financial submission in the form of an indicative Rate Card (dated and signed), outlining daily or unit rates in line with the Rate Card Instructions in Section 10. The Rate Card will be used for comparative and budgeting purposes only and does not constitute a financial commitment. Project‑specific budgets will be negotiated per assignment.
  • MOF registration number (if applicable)

CV and cover letter of the applicant/s, and a portfolio of key personnel if applying as a consultancy firm.

Rate Card instruction

Applicants are requested to submit an indicative rate card reflecting their proposed fee structure, aligned with their organizational setup.

  • For individual consultants: please provide your daily rate under the most relevant category (e.g., Lead MEL Consultant/Team Leader).
  • For consultancy firms: please provide daily rates for each of the following roles, as applicable:

A. Professional Fees (Daily Rates)

  • Lead MEL Consultant / Team Leader
  • Senior MEL Analyst / Researcher
  • Junior MEL Officer / Research Assistant
  • Qualitative Specialist
  • Quantitative Analyst / Statistician
  • Field Supervisor

B. Data Collection & Fieldwork Rates

  • Enumerator – daily rate
  • Enumerator training – per trainer day
  • Field supervision – daily rate

 

C. Assumptions and Exclusions

  • Any assumptions related to travel, accommodation, translation, transcription, venue rental, printing, or other logistical costs should be clearly stated.
  • The rate card should reflect fair market rates. Final quantities, level of effort, and total budgets will be agreed for each assignment through a separate service agreement.

Selection Process:

Applications will be assessed based on technical capacity, relevant experience, and value for money. Financial submissions will be reviewed to assess the reasonableness of indicative daily or unit rates for comparable MEL roles, on a like‑for‑like basis. The number of roles proposed, or the organizational structure of the applicant (individual consultant or firm) will not in itself be a determining factor. Inclusion in the roster does not guarantee assignment
