Scope of work
The Communication expert will work on the following:
● Strategy Development
○ Draft a comprehensive communication strategy outlining overall objectives, key messages, specific target groups and their preferred channels and that is aligned with Al Majmoua’s mission, priorities and branding.
○ Map communication channels (website, social media, newsletter, events) and define their specific use.
- Identify which communication should be kept in-house and which one should be outsourced. Create a simple “who does what” communication flowchart clarifying Al Majmoua roles versus the outsourced company.
● Capacity Building
○ Conduct a training session for selected Al Majmoua staff on effective diffusion of content across platforms.
○ Provide guidelines on tailoring messages for different audiences:
- Primary audience:
- Micro-credit clients, recipients of Non-Financial Services (NFS), communities
- Institutional donors (bilateral / embassies) and international investors
- Secondary audience:
- Local NGOs, International NGOs and UN agencies
- National authorities and municipalities
- Media (local / international)
● Operational Guidance
- Develop SoPs for the external communication of Al Majmoua
- Recommend tools/templates for consistent branding and messaging.
- Develop the job description for the communication officer
- Develop the ToR for the outsourced communication company
Methodology
The technical offer should include a clear and detailed description of the proposed methodology. This should outline, for example, qualitative interviews with selected staff and a couple of Focus Group Discussions with micro-credit clients, based on agreed and approved guiding questions; the use of a participatory workshop involving relevant teams from Al Majmoua to validate the strategy and workplan. The methodology should also explain how inputs will be analyzed and translated into practical and actionable strategic outputs.
Deliverables:
The Communication Expert will be responsible for the following tasks:
- Conduct a rapid diagnosis of the current external communication of Al Majmoua
- Meet with Al Majmoua key staff to understand the expectations about the external communication of Al Majmoua
- Develop Al Majmoua External Communication Strategy and a roadmap as an actionable document
- Organize a validation workshop with Al Majmoua’s management to present and validate the suggested strategy and roadmap
- Develop a channel-mapping guide (where to diffuse what activity).
- Develop a detailed schedule outlining communication and event coverage plans.
- Recommend tools/templates for consistent branding and messaging.
- Develop SOPs for external communication
- Develop the job description for the recruitment of a communication officer
- Develop the ToR for the outsourced communication company
- Deliver a training session for selected Al Majmoua staff.
Confidentiality
All findings and data must remain confidential. A Non-Disclosure Agreement (NDA) will be signed before the engagement.
Duration of the Assignment
The assessment should be completed within 3 months with an estimated total level of effort around 20 working days. The assignment is expected to start early June 2026 and end in August 2026.
Qualifications and Experience
- Proven experience in developing and implementing/executing communication strategies for NGOs
- Strong skills in digital engagement, social media management, and blog development.
- Familiarity with Lebanon’s humanitarian and development context.
- Excellent writing and facilitation skills in English and Arabic.

- A portfolio of previous assignments on developing external communication strategies, communication and social media work (e.g., links to social media pages managed, campaigns, or writing samples).
- A brief cover letter explaining their interest and qualifications for the role.
- References from previous clients.
