WeWorld has been working in Lebanon since 2006 and is now supporting vulnerable populations through emergency WASH, shelter, basic assistance and protection interventions as well as Water Governance and Local Economic Development programs aiming at increasing the resilience of the concerned communities, in the Bekaa Valley and Akkar.
Project: Sustainable Agri-Food Economy For Refugee And Local Communities In Vulnerable Governorates Of Lebanon (SAFE) (80%) and Power of Youth – Peacebuilding (EU) (20%)
Job Title: Project Manager and Consortium Coordinator (maternity cover)
Location: Zahle, Lebanon (with some traveling to Beirut and North)
Reporting to: Head of Program
Scope of temporary coverage: SAFE project management and consortium coordination, with additional direct management of the Power of Youth – Peacebuilding (EU).
Main Duties and Responsibilities
Consortium Coordination & Project Management
- Lead and manage the WeWorld component of the SAFE project in the Bekaa and Baalbek-Hermel regions, ensuring alignment with overall project objectives and donor requirements.
- Coordinate the project activities in collaboration with consortium partners, consolidating approaches and inputs to ensure smooth project implementation.
- Oversee the consortium governance, including the organization and facilitation of governance meetings (e.g., Steering Committee, Project Management Unit), ensuring strong communication and coherence across all partners.
- Supervise the planning and implementation of activities, managing contracts with consultants and contractors, in coordination with the relevant department and thematic experts in Lebanon and HQ.
- Develop and implement grant allocation systems, capacity building programs, employability and income generation initiatives to foster decent livelihoods opportunity for host and refugee communities.
- Ensure the transparent allocation and implementation of sub-grants for beneficiaries, overseeing the application of relevant selection and implementation procedures.
- Collaboratively design and implement livelihoods approaches and communication campaigns aimed at fostering decent work conditions in the Agri-Food sector.
- Supervise procurement processes, ensuring compliance with organizational policies and donor requirements, in collaboration with the logistics and finance department.
- Oversee and manage the project budget, including partners’ share, ensuring efficient and effective financial management in coordination with finance and logistics teams.
- Coordinate with partners and relevant departments to finalize and submit budget revisions to the donor, if needed.
- Develop and update programmatic tools, including work plan, risk matrix, stakeholder analysis
- Coordinate and regularly monitor the activities planned under the Power of Youth – Peacebuilding (EU) project, in collaboration with Mada, Jafra and relevant technical staff.
- Coordinate relations with the lead organization of the project (Mada) and the partner (Jafra), including participation in Project Management Unit (PMU) and other relevant meetings.
- Prepare and update the documents necessary for the implementation of the Power of Youth project, including work plans and amendments or extensions, and coordinate modification requests requiring donor approval.
- Ensure sound management of the Power of Youth project budget, monitoring expenditure and budget burn rate in coordination with Finance.
- Collect and transmit additional information requested by the local and central offices in relation to the Power of Youth project.
- Carry out necessary coordination and supervision missions for the Power of Youth project.
Monitoring, Evaluation, Accountability, and Reporting (MEAL)
- Ensure optimum implementation of activities to achieve the set indicators.
- Work closely with the MEAL department to monitor activity implementation, ensuring corrective measures are applied where necessary to maximize impact.
- Prepare and ensure timely and accurate reporting to the donor, including maintaining confidentiality and proper archiving of sensitive information.
- Conduct periodic ‘lessons learned’ reviews and synthesize findings to inform future actions and improve project outcomes.
- Advocate for identified improvements relating to external factors impacting the project, working with focal points from each partner organization.
- Prepare high-quality, evidence-based and timely reports for the Power of Youth project, including monthly, interim and final reports, ensuring accuracy and consistency with donor guidelines and WeWorld policies.
- Assist in the production of communication and visibility materials for the Power of Youth project and contribute to the design of outreach and dissemination strategies, in coordination with the Communication Focal Point.
Team Management & HR
- Lead, manage, and motivate project staff, ensuring clearly defined objectives, regular feedback, and a participatory working environment.
- Line-manage designated staff, including recruitment, supervision, training, and performance evaluations.
- Coordinate logistics in support of field activities, ensuring effective communication and collaboration with the Logistics Manager.
- Foster a collaborative and high-performing team environment in coordination with the Head of Programs.
- Organize monitoring visits and capacity building sessions in the Power of Youth target areas, including Beirut, Tripoli, Shatila, Burj el Barajneh, Beddawi and Nahr el Bared, coordinating staff movements with the Security Manager.
- Coordinate with project partners regarding the necessary security measures in Power of Youth implementation areas, especially inside the Palestinian camps in Beirut and Tripoli.
Strategy & Program Development
- Develop strategic plans for livelihood topics, including technical, social, and institutional approaches.
- Support the Head of Programs by conducting needs assessments, coordinating with relevant staff, and developing concept notes and project proposals.
- Contribute to the development of WeWorld’s strategy and new project ideas, including input into donor proposals.
Communication, Coordination & Representation
- Act as the donor and project partners’ main focal point, ensuring timely and clear communication and efficient coordination.
- Establish and maintain strong networks with operational and institutional stakeholders involved in project implementation.
- Represent WeWorld in public events, meetings with stakeholders, and sector program meetings, ensuring effective coordination and communication.
- Prepare and coordinate visits from donors, HQ representatives, and other stakeholders, ensuring all partners are fairly represented.
- Regularly report on specific incidents, trends, or contextual events to the Head of Programs and Country Representative.
- Actively participate in all consortium and sectoral coordination meetings, ensuring effective representation of WeWorld.
- Participate in coordination meetings with the Power of Youth donor and other relevant local stakeholders.
- Participate in relevant Working Group coordination meetings related to youth, peacebuilding and the Power of Youth areas of intervention.
