Service Provider for Municipal Outreach – Municipal Climate Action Framework

IndyACT, under the “Strengthening and Networking for Municipal Climate Protection Measures” project (IKI Small Grants), is launching this consultancy to support the implementation of the National Framework for Municipal Climate Action.

The selected service provider will be responsible for conducting structured outreach to municipalities across Lebanon to introduce the framework, explain its objectives and benefits, and assess initial interest in participation ahead of its official launch in July 2026.

Scope of Work

The assignment includes:

• Developing and managing a verified database of at least 1,000 municipalities (including key contact details)
• Designing and implementing a multi-channel outreach strategy (email, SMS, phone calls, etc.)
• Conducting follow-ups and handling inquiries from municipalities
• Collecting and organizing responses (minimum 300 responses)
• Producing structured datasets and progress reports

Deliverables

• Outreach plan (within 3 weeks of contract signature)
• Verified municipal database
• Weekly progress reports
• Final dataset of municipalities with responses
• Recommendations for further outreach

Duration

3 months from contract signature

Eligibility

This call is open to companies and institutions only (individual consultants are not eligible). Applicants must demonstrate:

• Legal registration in Lebanon
• Minimum 3 years of relevant experience
• Proven capacity in large-scale outreach and municipal engagement
• Strong data management and reporting capabilities
