Offerors are responsible for ensuring their submissions comply with all instructions and conditions in this RFQ. Failure to follow requirements may result in disqualification.

Offerors shall submit their quotations by email. 

Email shall clearly be labeled “Offer: Provision of Emergency Medical Supplies RFQ No. LB/ANERA/LB/2026/1164”

Offer Deadline and Protocol: Offers are to be received by email no later than: Monday May 18, 2026 

Offers must be emailed to procurement@aneralebanon.org

Please reference RFQ No.LB/ANERA/LB/2026/1164  in any response or question related  to this RFQ. Offers received after the specified time and date will be considered late and will be considered only at the discretion of Anera.

Questions: Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than: May 11, 2026, Questions must be submitted in writing only by email to procurement@aneralebanon.org, phone calls will not be accepted. 

Written responses from Anera will be shared with all offerors who expressed interest.

Only written responses from Anera are considered official.

Submission Requirements: 

Use the templates provided by Anera, and submit the technical and financial proposals in separate files.

The technical proposal shall include the following sections: 

Copy of Commercial Registration 

Copy of Financial registration and VAT registration in Lebanon.

Offered specifications of the requested materials/supplies -Annex 1

Cover Letter - Annex 2 

In addition to meeting the Technical Specifications, offerors are required to meet or exceed the significant non-cost factor listed below:

Provide datasheets (as applicable)

Provide catalogues, pictures, and detailed description of the items offered (when applicable).

The Financial Proposal shall include:.

A Cost/Price Quotations that is signed and stamped (Annex 3); must also be:

Priced on a fixed-price, all-inclusive basis. 

VAT to be stated on a separate line

Prices must be presented in USD

Offers must remain valid for a minimum period of 30 days after the offer deadline

Delivery: As part of its response to this RFQ, each offeror is expected to provide an estimate (in calendar days) of the delivery timeframe .The delivery estimate presented in an offer in response to this RFQ must be upheld in the performance of any resulting contract.

Source and Origin: All services offered in response to this RFQ or supplied under any resulting award must meet the donor source and origin requirements. 

Eligibility: By submitting an offer in response to this RFQ, the offeror certifies that it and its principal officers are not debarred, suspended, or otherwise considered ineligible for an award by the donor. Anera will not award a contract to any firm that is debarred, suspended, or considered to be ineligible.

Evaluation and Basis for Award 

Award will be made to the responsible Offeror with the lowest price among technically acceptable submissions. Technical compliance is required; exceeding specifications will not affect award decision.

Best-offer quotations are requested, and awards are expected to be based on these original quotations. However, Anera may, at its discretion:

Conduct negotiations with, or request clarifications from, any offeror or only with the lowest priced, technically accepted offeror prior to award.

Issue a partial or split award among multiple vendors if in the best interest of the activity, while preference is given to offerors who meet all technical requirements.

Cancel this RFQ at any time.

Reject any or all offers if deemed in Anera’s best interest.

By submitting a response, offerors acknowledge that the donor is not a party to this solicitation. Any protests must be presented to the Anera Country Office, and Anera will make the final decision at its sole discretion.

Terms and Conditions: This is a Request for Quotation only. Issuance of this RFQ does not in any way obligate Anera or the donor to make an award or pay for costs incurred by potential offerors in the preparation and submission of an offer. 

This solicitation is subject to Anera’s standard terms and conditions. Any resultant award will be governed by these terms and conditions; a copy of the full terms and conditions is available upon request. Please note the following terms and conditions will apply:

Anera’s standard payment terms are net 30 days after receipt and acceptance of any commodities or deliverables. Payment will only be issued to the entity submitting the offer in response to this RFQ and identified in the resulting award; payment will not be issued to a third party.

No services or commodities may be supplied that are manufactured or assembled in, shipped from, transported through, or otherwise involving any of the following countries: Cuba, Iran, or North Korea.

International law and Anera policy prohibits transactions with, and the provision of resources and support to, individuals and organizations associated with terrorism. The Vendor under any award resulting from this RFQ must ensure compliance with these laws.

The title to any goods supplied under any award resulting from this RFQ shall pass to Anera following delivery and acceptance of the goods by Anera. Risk of loss, injury, or destruction of the goods shall be borne by the offeror until title passes to Anera.
