PURPOSE

ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings.

JOB DESCRIPTION

Based in Beirut, with some travel to other regions where ABAAD projects are implemented, this position will be a strong asset of the Partnerships unit. Reporting to the Partnerships and Resources Mobilization Lead, this position coordinates with technical units, program team, finance, MEL, HR and operations, on compliance, donor regulations, reporting, and grant development and acquisition.

KEY RESPONSIBILITIES:

  • Lead award kick-off and orientation with focus on start-up meetings to ensure all staff and partners understand donor requirements, reporting formats and compliance expectations.
  • Help to ensure that ABAAD grants contracts are well-administered and implemented in compliance with the relevant donor regulations and ABAAD procedures.
  • Oversee the full cycle post-award, implementation, monitoring and close-out.
  • Lead award close-out, ensuring all documentation is complete, audits are coordinated, and donor requirements are met.
  • Assist line manager in running both monthly project and grants review meetings to ensure that grants are implemented in compliance with ABAAD and relevant donor regulations and to ensure strong financial management proper operational openings and closings of grants, and monitoring and evaluation of programmatic progress. Support the follow-up to action points from these meetings.
  • Take the lead on internal and external reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and ABAAD requirements. Maintain close collaboration with all relevant departments in preparation of donor reports.
  • Coordinate donor reporting processes to deliver high-quality, timely reports backed by evidence.
  • Support partners in preparing accurate financial and narrative reports.
  • Ensure quality information management related to grants by overseeing the regular maintenance of reporting calendars and updating of internal ABAAD documentation.
  • Keep documentation of institutional knowledge and program activities in coordination with relevant teams.
  • Ensure all contracts and amendments follow donor regulations.
  • Assess and analyze financial issues, ensuring auditable records are maintained, in coordination with the Finance Manager.
  • Maintain a broad and deep understanding of donor policies, regulations, and procedures and build this knowledge among grants team members.
  • Proactively identify compliance risks throughout the portfolio and advise programs, operations, finance and senior management on necessary actions.
  • Assist program technical leads and operations staff with understanding the reporting and other compliance requirements on their grants.
  • Coordinate with budget holders (Project Coordinators) to align expenditure with approved budgets, in coordination with Finance Department.
  • Be involved in program design workshops as requested by Partnerships and Resources Mobilization Lead for new grants opportunities with relevant program and field staff.
  • Help to manage responses to grants development opportunities, including coordination of inputs from Teams and the review process by HQ.
  • Assist Grants and Partnership Manager in donor liaison and communication as requested.
  • Develop and maintain long-term, trust-based relationships with donors/partners and NGOs.
  • Support proposal development by advising on donor compliance and ensuring internal sign-offs.
  • Assist in compiling and editing budgets and ensure communication and coordination between all departments (finance, programs, and operations) in drafting of budgets.
  • Contribute to the development of strong data collection and monitoring and evaluation plans within each proposal, including well-designed log frames, indicators and beneficiary counting, and ensure that project indicators are reported on as required.
  • Coordinate with budget holders (Project Coordinators) to align expenditure with approved budgets, in coordination with Finance Department.
  • Assist in compiling and editing budgets and ensure communication and coordination between all departments (finance, programs, and operations) in drafting of budgets.
  • Conduct monitoring visits to field locations to observe and understand the progress of project implementation.
  • Contribute to the development of strong data collection and monitoring and evaluation plans within each proposal, including well-designed log frames, indicators and beneficiary counting, and ensure that project indicators are reported on as required.

REQUIRED SKILLS AND EXPERIENCE 

  • Minimum of five years of experience in partnerships and grant management in an I/NGO;
  • University degree in political sciences, business management, social sciences or related discipline; 
  • Knowledge of gender and gender equality; 
  • Demonstrated experience with coordinating funding proposals and progress reports 
  • Competence with Windows, Microsoft Office 
  • Fluent written and spoken English and Arabic; French are a plus 
  • Strong organizational and problem-solving skills
