FOR THE CONSULTANCY CONTRACT OF: National MHPSS technical expert (training programme)

4. Project context and scope:
The project aims to enhance individual and communal mental health and psychosocial well-being by
mitigating the negative psychological impacts of the conflict and support efforts to promote social cohesion,
peace and recovery during the post-conflict period. In turn, a sense of hope, solidarity and mutual support
within and between communities will be fostered, potentially leading to reduced tensions, violence
prevention, a restored social fabric, and promotion of long-term stability.
Through the activities outlined in this project, IOM aims to prevent further distress and promote psychosocial
well-being, while also advancing broader outcomes that support peace and community recovery, especially
in post-conflict settings.
In line with this and building on its strong experience in this field, IOM Lebanon will be developing the
content of and delivering an academic training programme, in close coordination with a national academic
partner, on community-based mental health and psychosocial support (MHPSS), in intersection with conflict
transformation, dialogue, social cohesion and integration within peace and recovery programmes. The
overarching objective of the training programme is to enhance the capacity of relevant professionals and
increase their knowledge on a broad range of psychosocial issues related to conflict-stricken societies and
displacement.
The Consultant will contribute to the design of the curriculum of the academic training programme in
partnership with the selected academic institution, coordinating with relevant governmental entities, liaising
with experts (national and/or international) who will be delivering relevant components of the programme,
support with the selection in the selection of participants of the training programme based on set eligibility
criteria, in coordination with the selection committee.

6. Category A consultant: Tasks to be performed under this contract:
- In close coordination with the MHPSS Programme Manager, support with liaising with the selected academic institution, relevant governmental bodies and technical experts involved in the delivery of the academic training programme.
- Conduct a desk review of available material on the topic, both at a global and national level.
- Design the outline and develop the content of the curriculum on community-based MHPSS, management of small-scale conflicts at community level through MHPSS activities, fostering dialogue, and integrating MHPSS within peace and recovery programming, in close coordination with the selected academic institution. Curriculum designed should follow IOM’s manual on community-based MHPSS in emergency and displacement settings, available IASC guidelines and other internationally endorsed guidelines on the subject matter.
- Coordinate the activities of the training programme including developing the syllabus, organizing training modules and ensuring the implementation of the training activities in line with project objectives.
- Support the smooth implementation of all training-related activities in line with agreed timelines and quality standards.
- Support with the translation and review of technical documents from English into Arabic and vice-versa.
- In accordance with structured reporting requirements and informal reporting needs, support with preparing clear and concise reports of all the training activities.
- Establish a clear monitoring and evaluation for the training outcomes, including indicators, pre-post tests, training evaluation, satisfaction surveys, etc. and working closely with the MHPSS MEAL team accordingly.
- Ensure that hardcopy and electronic information systems records relevant to the project and activities implemented are appropriately maintained and follow data protection guidelines and principles.
- Support with the development of other related curricula on MHPSS in line with the project objectives.
- Perform such other duties as may be assigned.
7. Performance indicators for the evaluation of results:
- Indicator: Academic training progamme developed in English and in Arabic
Target: 1 curriculum of the academic training programme
- Indicator: Training report developed in English
Target: 1 MHPSS training report, including evidence-based recommendations for future editions
8. Education, Experience and/or skills required
- Minimum of 5–7 years of relevant professional experience in mental health and psychosocial support, preferably in humanitarian, recovery, or development contexts.
- Demonstrated experience in curriculum development, academic programme design, and capacity building initiatives in MHPSS and related fields of the intersection with peace and recovery programming.
- Demonstrated experience in working with universities, government institutions, and/or national authorities in Lebanon along with strong networking skills with academic professionals (nationally and internationally).
- Strong familiarity with community-based MHPSS, social cohesion, conflict transformation, and peacebuilding approaches.
- Familiarity with IOM’s manual on community based MHPSS in emergency and displacement settings, or taking the online course is an added advantage.
- Has previous experience in developing the content of and delivering MHPSS trainings and conducting research studies for international organizations.
- Experience working with vulnerable groups in the past, including returnees, internally displaced persons, etc. will be an added advantage.
- Excellent organizational skills and with attention to detail.
- Ability to work independently and as part of a team.
- Fluency in English and Arabic (spoken and written) is required
9. Travel required: Travel inside Lebanon may be required to conduct assessments and deliver trainings
