Senior Expert for conducting public procurement trainings and developing a referential framework for inspectors on public procurement

  1. Objectives and desired results

 

    1. General objective

 

The objective is to ensure that inspectors of the Central Inspection can effectively apply the new Public Procurement Law through targeted training and a standardized framework, thereby reinforcing transparency, accountability, and alignment with international best practices.

 

    1. Specific objectives

 

  1. Collaborate with the component manager to develop a comprehensive work plan for conducting trainings, meeting with inspectors, and drafting a public procurement referential framework.
  2. Revise the public procurement law and draft a brief note outlining the general role of the CI and its coordination with other bodies under the law.
  3. Conduct trainings to inspectors on the public procurement law, clarifying the mandate of the CI and the role of each inspectorate.  
  4. Draft a referential framework on public procurement to act as a guide for inspectors, particularly newly appointed inspectors, for conducing inspections in the area of public procurement law.
  5. Conduct trainings for general inspectors and inspectors.

 

    1. Anticipated results

 

The trainings are expected to result in strengthened capacity of the CI inspectors to apply the new Public Procurement Law effectively, alongside a practical framework that ensures consistent, transparent and accountable oversight.

Through this work, the project should have a solid base to support the Public Procurement Authority (PPA) and the Central Inspection (CI) in effectively collaborating and coordinating to apply the highest standards of oversight as outlined in the law.

1) Activities

 

      1. Revision and Drafting of Brief
  • Conduct comprehensive legal research on the provisions of the new Public Procurement Law.
  • Review existing oversight practices and identify gaps in inspectors’ current approaches.
  • Draft a concise legal and operational brief highlighting key obligations, procedures, and oversight mechanisms relevant to inspectors.

 

2.            Discussions and Consultations

  • Hold bilateral meetings with staff of the Central Inspection to validate findings and ensure practical relevance.
  • Consult with the Public Procurement Authority to align the referential framework with national standards and ensure consistency across institutions.
  • Facilitate exchanges to incorporate feedback and secure institutional buy-in for the framework.

 

3.            Training

  • Design a training strategy tailored to inspectors’ roles, including objectives, methodology, and expected outcomes.
  • Identify target audiences, workshop topics, and thematic modules based on the law’s requirements.
  • Propose suitable modes of delivery (e.g., interactive workshops, case studies, simulations) and recommend qualified speakers or facilitators.
  • Facilitate comprehensive training sessions for general inspectors and inspectors on the designated training modules.

 

2) Deliverables:

 

  • Training modules: A set of structured, practical training materials tailored to the mandate of Central Inspection inspectors. These modules will cover the key provisions of the new Public Procurement Law, illustrate oversight procedures through case studies and examples, and provide interactive exercises to strengthen inspectors’ ability to apply the law consistently in practice.
  • A referential framework on public procurement for inspectors: A concise, standardized guide translating the Public Procurement Law into actionable oversight steps. This framework will serve as a reference tool for inspectors, outlining their roles, responsibilities, and procedures under the new law, and ensuring uniformity, transparency, and accountability in the monitoring of procurement processes. It will be explicitly designed to support inspectors in their day-to-day activities, such as planning and conducting procurement inspections, drafting reports on public procurement inspection results, and coordinating with other oversight bodies. The referential framework should include a practical guide for implementation and oversight purposes.
  • Training sessions: Conduct a structured, practical training program tailored to the mandate of Central Inspection inspectors. These sessions will cover the key provisions of the new Public Procurement Law, illustrate oversight procedures through real-world case studies and examples, and incorporate interactive exercises to strengthen inspectors' ability to apply the law consistently in practice.

    1. The engagement of the expert will be for a period of 6 months, with the possibility of extension based on project requirements and performance evaluations. The expert will work remotely on-site at the Central Inspection in Beirut, and collaborate with Expertise France and their partners on conducting assignments.

    1. Profile of the designated expert(s) responsible for contract execution

 

Qualifications and skills:

 

  • Master’s degree or PhD in Law or policy studies, or equivalent. With preference to specializations in governance, transparency or anti-corruption.
  • 10 years of proven experience in the field of legal/policy research and analysis, legal reform, public policy, etc.
  • Previous experience with Lebanese public administration.
  • Excellent knowledge of public procurement law.
  • Fluent in English, French is a strong asset.
