Country Livelihoods Coordinator

General Purpose of the Position:

The Country Livelihoods Coordinator leads the design, development, and implementation of livelihoods programs in Lebanon, delivered primarily through community centres supporting refugees and forcibly displaced populations. The role ensures high-quality market-driven livelihoods opportunities and skills development, leading into better employability, employment and business development prospects, in response to evolving needs and aligned with organisational policies and relevant local regulations.  

The position is responsible for strategic programme growth, technical oversight, quality assurance, and coordination of implementation across all community centres, each of which is supported by a dedicated Livelihoods Assistant. The role also leads and contributes to program development, including proposal writing, concept notes, donor engagement, monitoring, reporting, and resource mobilisation, in line with organizational and donor priorities.

Main Responsibilities of the Position:

1. Program Development & Strategy

  • Lead the design and development of livelihoods programs in Lebanon aligned with organizational strategy, beneficiary needs, and local labor market trends.
  • Conduct labor market assessments, context analysis, and stakeholder consultations to inform program design.
  • Develop program frameworks, Standard Operating Procedures, and implement guidelines for community center-based livelihoods interventions.
  • Contribute to theories of change, logical frameworks (log frames), and MEAL plans.
  • Lead and contribute to high-quality proposal writing, concept notes, and donor submissions.
  • Ensure integration of gender-sensitive, protection-focused, and inclusive approaches in all livelihood programs.
  • Promote innovation and adoption of market-based and sustainable livelihoods approaches.
  • Review and analyze program data to guide improvements, scaling, and adaptation.
  • Integrate risk analysis and mitigation strategies into program design.
  • Promote learning, documentation, and dissemination of best practices in livelihoods programming.

2. Program Quality and Implementation Support

  • Provide technical guidance to community center teams and Livelihoods Assistants to ensure quality and consistency of implementation.
  • Ensure effective delivery of livelihoods activities implemented through community centers across Lebanon.
  • Support development and improvement of tools, methodologies, and training materials related to livelihoods programming.
  • Monitor program performance and support adaptive management based on MEAL findings.
  • Conduct regular field visits to community centers and provide technical support to staff.
  • Support recruitment, onboarding, and capacity development of Livelihoods Assistants and related staff (including Trainers, if needed).
  • Support performance reviews and technical coaching of field staff, including in critical cases.
  • Oversee beneficiary selection processes and ensure quality implementation of employability and skills development activities.
  • Support assessment and follow-up of beneficiaries’ progress in livelihoods pathways.

3. Coordination and Partnerships

  • Identify, develop, and maintain strategic partnerships with local NGOs, private sector actors, donors, and relevant stakeholders in Lebanon.
  • Represent the organization in livelihoods coordination meetings, working groups, and relevant sector platforms.
  • Ensure strong coordination between program, MEAL, finance, and support teams.
  • Ensure timely and high-quality reporting for internal use and donor requirements.
  • Support donor engagement, including communication, reporting, and visibility related to livelihoods programs.

 Qualifications and Skills:

  • Bachelor’s degree in economics, development studies, social sciences, or a related field (master’s preferred).
  • 5–7+ years of relevant experience in livelihoods, economic recovery, or related programming in humanitarian or NGO settings.
  • Strong experience in livelihoods programming in Lebanon or similar contexts (employment, self-employment, MSME support, skills development).
  • Proven experience in proposal writing, concept notes, donor reporting, and program development.
  • Experience conducting labor market and/or MSME assessments.
  • Knowledge of local labor market dynamics and vulnerability context in Lebanon.
  • Experience working in community-based programming and/or community center-based interventions.
  • Strong understanding of inclusive, protection-sensitive, and gender-responsive programming.
  • Ability to design and deliver training and capacity-building activities.
  • Strong leadership skills with experience supervising and mentoring field staff.
  • Excellent coordination, communication, and stakeholder engagement skills.
  • Strong analytical and problem-solving skills.
  • Fluency in English and Arabic required; French is an asset.
