PROGRAM MANAGER

  1. Key Responsibilities
  1. Strategic Program Leadership & Coordination
  • Translate ALDIC's Strategic Priorities and Key Priority Intervention Areas (KPIAs) into actionable, time-bound workplans with clear deliverables, milestones, and indicators.
  • Coordinate cross-cutting activities across the five intervention pillars: (1) evidence-based policy advice, (2) targeted advocacy, (3) awareness and communication, (4) production of policy tools, and (5) institutionalization.
  • Liaise with Board members, technical experts, volunteers, and external partners to ensure alignment of efforts and optimal utilization of ALDIC's niche expertise network.
  1. Project Implementation & Operational Management
  • Oversee day-to-day execution of high-priority initiatives
  • Manage project budgets, procurement, and logistical arrangements in compliance with ALDIC's financial policies and donor requirements.
  • Develop and maintain robust monitoring frameworks, including KPIs, risk registers, and adaptive management protocols.
  1. Institutional Strengthening & Capacity Development
  • Support the operationalization of ALDIC's institutional resilience agenda, including:
    • Strengthening internal governance structures and board support mechanisms
    • Developing sustainable financing models and diversification strategies
    • Enhancing internal communication systems, databases, and knowledge management
    • Facilitating staff and volunteer capacity-building initiatives
  • Contribute to the professionalization of ALDIC's operational systems, ensuring scalability and long-term sustainability beyond the current funding cycle.
  1. Stakeholder Engagement & Representation
  • Serve as a primary focal point for donor coordination, reporting, and relationship management.
  • Represent ALDIC in technical working groups, policy dialogues, parliamentary committees, and civil society coalitions related to fiscal governance and PFM reform.
  • Foster strategic partnerships with academic institutions, private sector associations, legal firms, and international organizations to amplify ALDIC's impact.
  1. Knowledge Management, Reporting & Communication
  • Ensure timely production of high-quality outputs: policy briefs, advocacy frameworks, draft legislation, communication materials, and evaluation reports.
  • Synthesize research findings and field insights into actionable recommendations for internal strategy refinement and external advocacy.
  • Support the Communications Officer (or designated focal point) in crafting compelling narratives that translate technical fiscal content into accessible public messaging.

Essential Requirements

  • Advanced university degree (Master's or equivalent) in Public Policy, Public Financial Management, Economics, Law, Development Studies, or a related field.
  • Minimum of 5 years of progressive experience in program/project management within civil society, think tanks, international organizations, or public sector reform contexts, preferably in Lebanon or the MENA region.
  • Demonstrated expertise in at least two of the following areas: tax policy, PFM reform, civic engagement, advocacy strategy, or institutional development.
  • Proven ability to manage multiple projects simultaneously, meet deadlines, and adapt to rapidly changing contexts.
  • Strong analytical, writing, and presentation skills in both English and Arabic (French is a distinct advantage).
  • Proficiency in Microsoft Office Suite; experience with project management tools (e.g., Asana, Trello) and data visualization platforms is desirable.

Desirable Attributes

  • Familiarity with Lebanon's fiscal governance landscape, including the Ministry of Finance, tax administration, and parliamentary processes.
  • Experience working with diverse stakeholders: government officials, private sector representatives, donors, and grassroots communities.
  • Commitment to ALDIC's core principles: technical independence, non-partisanship, fiscal equity, and civic empowerment.
  • Cultural sensitivity, discretion, and ability to navigate complex political-economy dynamics with integrity.
 

Success in this role will be measured by:

  • Timely and high-quality delivery of all KPIAs under the 2026–2028 Action Plan.
  • Strengthened internal systems for planning, monitoring, and knowledge sharing.
  • Enhanced donor confidence and successful reporting against agreed deliverables.
  • Measurable progress in institutional resilience metrics (e.g., diversified funding, staff retention, board engagement).
  • Positive feedback from stakeholders on ALDIC's coherence, credibility, and impact.
