Food Parcels Supplier – Beirut & Beqaa Saida Areas

The Lebanese Union for People with Physical Disabilities (LUPD) is a national non-governmental organization advocating for the rights and inclusion of persons with disabilities across Lebanon.

In response to the ongoing crisis and emergency situations affecting vulnerable communities, LUPD seeks to procure and distribute 450 food parcels for beneficiaries in need, including those affected by the war crisis and residing in shelters.

Purpose

The purpose of this Request for Quotation (RFQ) is to invite qualified suppliers to submit competitive quotations for the supply and delivery of food parcels as detailed in the attached RFQ form. All specifications, quantities, and required details are included in the form.

Scope of Work

The selected supplier(s) will be responsible for:

• Supplying food parcels in accordance with the required specifications and quality standards.
• Delivering the food parcels to LUPD-designated locations across Lebanon, including Beirut, Bekaa, and Baalbeck.
• Ensuring all products are of good quality, properly packaged, and compliant with LUPD requirements.
• Maintaining fixed prices for a minimum period of six (6) months from the date of contract signature.

Financial Offer Requirements

Each financial offer must include the following:

1. Supplier and Manager Name (as per registration certificate – شهادة التسجيل / الإذاعة التجارية)
2. Company Address
3. Phone Number and Contact Person
4. Total Price including 11% VAT
5. Discount Offered (if applicable)
6. Quotation Validity Period (minimum one month)
7. Payment Terms
8. Legal Portfolio Documents (شهادة التسجيل / الإذاعة التجارية / الرقم المالي / شهادة TVA)
9. Detailed Price List including:
   • Item description
   • Unit and size
   • Unit price
   • Total price
10. Delivery fees, if applicable, for each designated area (Beirut, Bekaa/Baalbeck)

Evaluation Criteria

Quotations will be evaluated based on the following criteria:

• Compliance with the required specifications and submission requirements
• Competitive and reasonable pricing
• Delivery capacity and lead time
• Valid legal registration and supporting documentation
• Previous experience in supplying similar items (if applicable)

Validity and Conditions

All quotations must remain valid for a minimum period of one (1) month from the submission deadline.

In case of selection, the supplier shall maintain the quoted prices fixed for a minimum period of six (6) months following contract signature.

LUPD reserves the right to accept or reject any quotation and to cancel the procurement process at any stage without prior notice or obligation to provide justification.
