Purpose of the role
Information, Counseling and Legal Assistance (ICLA) Information Field Assistant is a challenging humanitarian position responsible for direct provision of information and counseling, as well as support of legal assistance to refugees. This position is based out of NRC North Lebanon office located in Tal Abbas municipality in the Akkar governorate of Lebanon, with daily field presence across locations in Akkar and the North.
What you will do
- Ensure adherence to NRC policies and donor requirements.
- Implement weekly, monthly and quarterly work plans.
- Coordinate with relevant partners.
- Supervise and train ICLA Information Focal Points.
- Prepare periodic activity reports and other documents as required.
- Support mapping, research and assessment exercises.
- Carries out related mainstreaming of protection in programme daily implementation as per the NRC’s Protection mainstreaming guidelines and ensures reporting any breaches/concerns to the line manager for proper action.
- Ensure that all protection related cases detected are referred to the referral focal point concerned and to the related Protection Coordinator.
Specifically, you will;
- Conduct individual and group information sessions as outreach ICLA services with identified communities throughout the North
- Organize and support legal counseling sessions for refugees
- Follow case management procedures
- Follow data management procedures
- Assist in the sensitization of the Syrian and Palestinian Refugees from Syria and host communities on the existing ICLA activities
- Prepare the relevant mapping (including written format) of relevant services being provided by other actors in the North
- Conduct regular assessments (including focus groups, interviews, questionnaires) in identified areas, with a focus on understanding the situation for refugee and host communities
- Prepare weekly and monthly work plans and outreach schedules
- Assist in preparing information documents for target communities
- Receive technical input from ICLA Legal Officers and Technical Team
- Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project
- Monitor and follow-up on the quality of services provided during the outreach activities
- Have a clear idea about activities other institutions working in the same area are carrying out with displaced Syrians and Palestinian Refugees from Syria, as agreed with Supervisor, attend coordination and protection meetings
- Assist in contributing to the development of referral mechanisms in collaboration with other NGOs, ICLA team and NRC managers.
- Maintain archiving system up to date (both in hardcopies and electronically) and pay special attention to the filing of legal cases.
- Work closely with ICLA lawyers and do the required follow up and identification of cases in need of counselling and/or Legal assistance
Professional competencies
- Bachelor’s degree in law, International Relations, Social Sciences or related
- Minimum of 1 year of relevant work experience
- Experience working in similar positions in the humanitarian / development sector
- Experience in legal and/or protection work in a humanitarian context
- Experience of providing information and counselling services
- Experience of community sensitization
- Ability to communicate effectively orally in Arabic (essential) and in English (desirable)
- Proficiency in use of computers and Microsoft Office software (Word, Excel, PowerPoint
